PARK AND. RECREATION COMMITTEE MEETING
NOVEMBER 2, 1983
7:00 P.M.
Roll call: Olmsted.,. Grenz, Storlie, Lovelace, Norden and Lewis
were present. Park Director Steve Michaud was also present. Cramer
was not able to attend.
Next order of business was the approval of the Park and Recreation
Committee minutes of October 12, 1983.
83.45 It was moved by Norden, seconded by Olmsted to approve the minutes
as read.
Motion passed.
Item number three was the Park Director's report. It was tabled
in order to move to item number four which was a review of a concept
plan of a proposed development adjacent to the east frontage road of
35W and south of 165th Street. Mr. Dietrck,-the owner and developer
of the property was present as was Mr. Jack Lynch of Westwood Planning
and Engineering. A presentation was given concerning all the facets
of the proposed plat. After Mr. Lynch described various aspects of the
plat, several questions were asked. One concern was the fact that the
• park proposal .was divided into three separate parcels of property. The
second concern was that major holding ponds were being planned in both
of the major pieces of property designated as park. Thirdly, there was
a major berm planned in one area designated as park, which would serve
the development as a screening purpose only.
The first concern being the segregation of the pieces of property
it was felt by_committee members that one major piece of property .would
better serve the neighborhood than having three separate neices of prop-
erty. Not only would this cause a maintenance problem, but not providing
enough space for major facilities and activity areas would ~.lso be
hampered. The developer did not take into consideration .the fact that
ponding areas within park properties are not calculated as dedication of
park property. The park dedication is above and beyond these easements
and holding ponds. The third major concern. of the developer was concern-
ing a berm on the western side of the plat to screen .the development from
both the freeway and the trailer court area. One major part of the berm
would be within the park property, as the holding ponds would not be
eligible for .dedication purposes, the berm area would not be eligible
either. The area in which the berm is located is a long "finger" jutting
south from the major piece of property which is being proposed to be
dedicated as park. The linear form and the length of the proposed .area
serves no actual use as a park property, thus not being acceptable.

The general reaction to the entire plan was that there needed to be
at least twelve to fifteen acres of park property to serve this large
area; that the area should be large and open enough to accommodate the
major neighborhood facilities; and that the long finger-type parcels would
not serve any particular purposes.
One other concern of the committee was the potential of additional
pedestrian accesses, if necessary.
The committee thanked Mr. Lynch and Mr. Dietrick and explained to
them that they would need at least one .other special meeting to completely
review the plat as proposed. A meeting has been set for Tuesday, November
8th at City Hall to review the plat and again to formulate a recommendation.
It was hoped that the committee could come up with a recommendation by
the next official meeting, which would be November 16th. It was suggested
to the developer that a park dedication requirement would most likely be
cash and park property.
The committee now returned to item number three, the Park Director's
report. Steve explained to the committee that Oak Shores Tenth Addition
grading project was going very well. The City had received one quotation
for the lots, which was, at this time, denied because of the bid price.
• Steve will keep the committee updated as to the progress of the sale of
those lots. Otherwise the major grading of Oak Shores Park was going very
well.
Steve explained to the comm~ittee that Jacquard Avenue Park, now known
as The Meadows Park, playground equipment has been completely installed and
landscaping and tree planting program was also completed. Steve went on
to explain that at least three to four hundred .trees have-been planted in
Orchard Lake Beach, Orchard Lake Park, Aronson Park and Antlers Park. Steve
went on to explain that the City had received notice of a lawsuit relative
to an alleged diving accident at the boat dock, to the left of the swimming
beach at Antlers Park beach. Steve was in the process of gathering all the
information possible from lifeguards and associated reports for our use by
the attornes and insurance company.
Under item number five, there was no old business.
Under item number six, Steve explained to the committee under new
business that he would be drafting an additional requirement of the park
dedication ordinance relative to providing registered surveys of property
that is dedicated to the city.
83.46 There being no further business, it was moved by Ol ed, seconded by
Lewis, to adjourn the meeting.
