PARK AND RECREATION COMMITTEE MINUTES
SEPTEMBER 14, 1983
7:00 P.M.
Roll call:. Lovelace, Storlie, Olmsted, Cramer, Norden, Lewis and
Grenz were present. Park Director Steve Michaud was also present,
Next order of business was approval of August 3, 1983 and August
10, 1983 Park and Recreation Committee minutes.
83.40 It was moved by Lewis, seconded by Storlie, to approve both sets
of minutes as read.
Motion .passed.
Item three was the Park Director's report, Steve updated several
development projects to the committee, which included Dodd Trail Park
where major grading and excavation of the parking lot has started. Steve
hopes the ground can be prepared within the next couple of weeks. and they
will then seed that area if possible.
Steve informed the committee that the. Orchard Lake Beach picnic area
had been finally regraded and seeded and should be in good shape.
• Jacquard Avenue Park has .been completely landscaped and seeded and
fertilized and the parking lot installed also. The playground. equipment
..has been ordered and should be arriving in the next couple of weeks.
The playground equipment will be installed immediately.
Steve informed the committee that Oak Shores Park grading plans had
been submitted to several contractors for quotations. Quotes 'will be
opened on Monday, Sept--ember 19th. Hopefully, the bids will come in at
the appropriate levels and council will approve the project that evening.
Steve informed the committee that ten soccer fields had. been cut out at
Aronson Park and the soccer programs and football programs were all going
well. Steve informed the committee that the LAA was .now .using football
fields at the Junior High School site and would no longer be using Aron-
son Park. This will definitely help the space problem at Aronson Park
with the amount of soccer that is now being played there.
Steve informed the committee that the maintenance of all the park
system has been going well. All the trails at Ritter Farm Park had been
cut and ready for the fall hiking program. The cutting of grass is
continuing because of rain. Several minor projects were also being accom-
plished.
Steve also informed the committee that he had secured MEED money from
Dakota County Employment Office which has enabled him to put two additional
maintenance workers on his staff and two additional maintenance people on
the street department staff.

Item number four was an update on the LAWCON/LCMR grant application.
Steve informed the committee that the Metropolitan Council and the
State were meeting to assign rankings on the grant applications on Monday
the 19th. Steve had talked with the Metropolitan Council and they had
indicated that Lakeville's grant was ranked one of the higher applica-
tions. Steve will inform the committee as soon as he hears on the rankings.
Item number five was a mention of the fall conference in Rochester,
Minnesota. Steve informed the committee that the Minnesota Recreation and
Park Association annual conference was going to be held in Rochester in
the middle of November. When the program is complete, Steve will inform
the committee of any board commission meetings that might be appropriate
for any members that wish to go.
Steve also informed the committee that he would be going to the
national convention during the first week of October which is again being
held in Kansas City, Missouri..
Item number six was an update on the preliminary budget for 1984..
Steve passed out a copy of the recap of the park and recreation depart-
ment budget and answered. several questions to the committee pertinent to
• this item.
Under old business, Steve informed the committee that the dedication
of the jogging course would be held on Saturday at 10:00 A.M. and invited
all those who could be present.. The jogging trail is going over very well.
Every week more and more people are being to use it and several good
comments have been passed along, relative to the use of the course accep -
ability in the community.
.Under new business, Steve presented the South Creek Addition plat
located at the end of 208th Street. Steve explained that it was going
through the council process and had just been. forgotten to have been passed
through .the Park Committee. At this time Steve recommended that a cash
contribution be recommended to City Council.
83.41. It was moved by Norden, seconded by Grenz to recommend to City Council
that the South Creek Addition pay a cash contribution as outlined in the
Park Dedication Ordinance.
Motion passed..
Under new business, Steve informed the committee that the State had
awarded the Snowmobile Club an $8,500.00 grant for the 1983 -84 season.
Steve informed the committee also that the cross country ski grant was
being reviewed and the monies from the state had not been allocated. When
the monies are allocated, the grant will be issued.

83.42 There was no other business and it was moved by Lewis, seconded by
Norden to adjourn.
Motion passed.
