CITY: OF LAKEVILLE
PARK AND RECREATION COMMITTEE MEETING
• AUGUST 3 , 1983
7:00 PM
Roll Call: Storlie, Olmsted, Grenz, Norden and Lewis were present.
Cramer and Lovelace were absent. City Council member Patrick Harvey and
Park Director Steve Michaud. were also present.
Next order of business was the approval of the Park and Recreation
Committee minutes of June 29, 1983.
83.35 It was moved by Norden, seconded by Olmsted, to approve. the minutes
as read.
Mo tion passed .
Item three was the Park Director's report. Under development projects
Steve explained the exercise/jogging trail at Aronson Park had been com-
pleted and the installation went very well.
Steve went on to explain the development. projects at Jacquard Avenue
and Dodd. Trail Parks. Undeveloped properties had been cut down in prepar-
ation for plowing, discing, landscaping and seeding. To date, we are
waiting for contractors to bring their equipment in to complete these
projects.
• The Park Maintenance Department has been doing several major projects
in the parks which consist of painting all the warming houses, repainting
several pieces of playground equipment which have been vandalized with
spray paint, revitalizing several of the softball fields at Aronson Park,
experimenting with the installation of new batter's boxes at softball fields
at Aronson Park, have reinstalled playground equipment at Dodd Trail Park,
hauled new beach sand to all three beaches and moved one of our lifeguard
towers back to the shop for repair. They have also had several breakdowns
with major pieces of equipment which has taken a considerable amount of time
in repair.
Steve went on to explain that a new Program Supervisor had been hired.
That person is Jeanne Vestal. Jeanne is from the City of Minneapolis and
has worked for the Minneapolis Park Board through the community centers for
several years. Jeanne has also done her internship with the City of Lake-
ville.last summer.
Item number four was an update on the platting of Jamaica Avenue Park.
property. The plan of action consists of development of site plan concepts.
Once they are complete and the committee had approved a specific site plan,
a grading plan will. then be prepared. Once a grading plan. is prepared for
the park, it will be blended into the grading plan for the three lots to be
sold, Once a complete grading plan is finished, the city will order some
soil borings of the three lots and soil borings of the. cut areas in the park
to determine the feasibility and compaction to meet FHA-lot requirements.
After soil. borings have been taken, a recommendation to council will be made
and specifications will be drawn up for receival of bids for the grading

projects. Once bids are received and awarded the project should. commence
as soon as possible. We expect that this will happen by the middle of
September and. that the project should progress into the fall.
Item. five was a proposal to install lights. at Aronson Park on Fields
~~l and ~~2. The committee received a letter of president Ray Kolbe of the
Men's Softball Association requesting the City of Lakeville to purchase
lights for fields ~~1 and ~~2 utilizing liquor store funds. The softball
league would provide up to $7,000.00 to assist with the purchase of poles
and electrical work. Mr. Ed Korba and Mr. Butch Carrick, representing the
board of directors from the softball league, were also present for the
discussion. Several justifications and uses were. presented by the board
members for the use of the lights at Aronson Park. Most of the justifica-
tions are. included in Ray Kolbe's letter.
Steve explained the system by which the submission of the LAWCON/LCMR
grant would proceed. Steve explained that if the appL.ications are successful,
the City would proceed through the grant process. If the grants were not
successful, we would recommend proceeding with the original plan which only
included the installation of lights, rather than lights and development of
additional ballfields and soccer fields..
•83.36 After further discussion, it was moved by Olmsted, seconded by Lewis, .
to recommend to City Council for the submission of the LAWCON/LCMR grant
which would provide for the lighting and. grading of softball fields, T-ball
fields and soccer fields. Furthermore, if the LAWGON/LCMR grant is not
successful, that council. proceed with the installation of the lighting of
fields ~~1 and ~~2 as originally planned, utilizing liquor store funds and
the contributions of funds and Iabor from the Mens Softball Association for
installation. this fall.
Motion passed.
Item number six. was an update of Jacquard Avenue Park. Steve explained
to the committee that the local farmer had been contacted and we were await-
ing him moving his equipment into the park. to begin grading and. the discing
and landscaping. As of the writing of these minutes, Friday, August 12, we
had not. yet had. any word from. the farmer and have contacted a local contractor
who has.. told us he will be in the park with his equipment either today, August
12th or Saturday, August. 13, or for sure the first. part of next week..
Item number seven was old business. There was no old business..
Item number eight was new business. Under new business, Steve informed
the committee of several complaints relative to swimming in the lakes at our
three beaches and illnesses. Steve explained to the committee that since
the Wilmar instance where several hundred people became iLl, we also have.
received several calls. Most calls are claiming that after swimming in-the
• beach areas, that children and adults have become i11, Steve has contacted - _
the State Health Department and has put the State Health Department in
contact with some of the people who are ill. Lt was the opinion. of the

State Health Department that there was no relation to the illnesses and
- swimming. in the beach. Steve also had. the water tested at Valley Lake
Beach, being that it is a man-made holding pond.. The water test came back
two parts per million, or a Class A water. This is considered high quality
water. Steve asked that if any committee members were to receive any
complaints would they direct the questions or comments to him and.. he would
explain the situation.
83.37 There being no further business, it was moved by Olm d, seconded
by Lewis to adjourn the meeting.
