PARK AND RECREATION COMMITTEE MINUTES
OCTOBER 6, 1982
7:30 p.m.
Roll Call: Norden, Olmstead, Cramer, Grenz, Storlie, Lovelace and Lewis
were present. Park Director, Steve Michaud, was also present.
Next order of business was the approval of the September 15, 1982
Park and Recreation Committee minutes.
82-42 It was moved by Norden, seconded by Storlie to approve the minutes as
read.
Motion passed.
A special note relative to the September 15th minutes: Park Director
Steve Michaud omitted a recommendation by the committee with regards to
the Barrett plat .addition. A memo, in addendum form to the agenda, has
been mailed to all committees with the recommendation of a cash contribu-
tion for this subdivision proposal. The vote was unanimous.
The next item, Park Director's report, Steve informed the committee
that the Orchard Lake Beach LAWCON project was approximately 95~ complete.
The only remaining development to be completed is the installation of seed
and miscellaneous picnic area ammenities. The rainy weather has prevented
. us from getting into the area and working thy. ground.
Steve received word from Wells Fargo Bank that the exercise/jogging
trail is being shipped. It should be here within the next couple of weeks.
Steve also informed the committee of a letter he received from Chicago
Title Company attorneys with reference to Dodd Trail Park. Chicago Title
Company is claiming the property is theirs. Steve informed the City attor-
ney to investigate the issue.
Steve passed out a synopsis of the 1983 budget under item number four.
Steve explained to the committee that the budgeting session for 1983 was
very smooth and that only a few items had been removed by Council. Steve
was pleased with the budgeting process and was optimistic that the funds
allocated for 1983 for the operational budget would be sufficient to operate
at least at the current levels of service. Steve will have copies of the
detailed budget prepared and mailed to the committee members by the next
meeting,
Under old business, Steve showed the committee a plat which is being
proposed by Scott Builders. The plat is a combination of residential,
business and commercial properties.
82-43 After a short discussion with the committee relevant to the long range
park development plan, it was moved by Lewis,. and seconded by Norden, to
recommend to City Council .that a cash contribution be required by Scott
Builders plat. The amount would be determined at the time of final platting

dependent on the types of uses that are developed in the area.
Motion passed.
Under new business, committee member Larry Olmstead, representing
the executive board of directors of the Lakeville Jaycees, requested a
wish List for the park department, with respect to projects or types of
.equipment or other needs the park department may have. Steve informed
the committee he would prepare a list of projects and types of equipment
the Jaycees might be interested in funding, This will be presented at
the Lakeville Jaycee meeting on October 14th.
Under old business, the committee discussed the need to go back to
two meetings a month and it was decided that one meeting a month was
still sufficient. Steve informed the committee that meeting the first
Wednesday each month would be appropriate unless items of importance
needed review, then a second meeting would be held on the third Wednesday
of each month.
82-44 It was moved by Cramer, seconded by Lewis, that the committee continue
to meet for one meeting per month, that being the first Wednesday of each
month and the second meeting would be called at the discretion of the Park
Director in accordance with the amount of work that has to be completed.
Motion passed.
82-45 There being no further business, it was moved by Norden, seconded
by Grenz, to adjourn the meeting.
Motion passed.
Special note: There will not be a meeting Octobe 0th. The next
scheduled meeting will be November 3, 1982.
