MICHAUD, PARKS AND RECREATION DIRECTOR RE: MINUTES OF APRIL 7, 1982 JOINT COMMITTEE MEETING DATE: APRIL 9, 1982 MEMBERS PRESENT: Council members Robert Nelson and Betty Sindt were present. Park and Recreation Committee: Cramer, Norden and Lovelace. Park Director, Steve Michaud, was also present. Park Maintenance Superintendent, Bud Alich, was also present. Natural Resources Committee: Jensen, Miller, Frost, DeBuhr and Ostlund. Public Works Director, Jim Robinette, was also .present.. The meeting was brought to order by roll call of each individual committee. Park Director, Steve Michaud, and Public Works Director, Jim Robinette, gave an explanation of the purpose of a combined committee meeting. That purpose was a Council directive to make recommendations with respect to a comprehensive overview of Lake Marion and Orchard Lake, their use problems, .management, enforcement of rules and potential solutions to the above categories. A clarification of enforcement responsibilities was offered. Basic- ally, the Dakota County Sheriff's Department was responsible for summer time usage and Lakeville would be responsible for the winter season. A variety of topics were discussed. The main focus was then shifted to a discussion of how best to approach the problems at hand. It was sug- gested that a task force or sub-committee be made up of members representing both committees. This task force would meet to discuss a format in which lake use data could be collected and then used to determine the type of recommendation necessary to prepare a good lake management plan. It was suggested that a survey be conducted on both lakes and other pertinent in- formation be gathered through the boating season of 1982 and then a recom- mendation or plan be implemented for the 1983 boating season. Members Jeff Cramer of the Park and Recreation Committee and David Forst of the Natural Resources Committee will represent their respective committees. Asub-committee meeting will be set up to begin the groundwork and prepare a plan of action.
