Park Director,, Steve Michaud,. was .also present. Item. two was the approval of the Park and Recreation .Committee minutes of February 17, 1982. 82-14 It was moved by Storlie, seconded by Lovelace to approve the minutes as read. Motion passed. Item three was the Park Director.'s report. Steve moved from his report to item. four to discuss the boat moorings and safety..improvements at Antlers Park beach .front, Steve started the discussion by passing outs conceptual drawing of the proposed layout of the sailboat moorings area and safety improvements on the north side of the beach. Steve then went on to explain the devel- opment of a moorings area and what would be necessary to adequately moor boats. .Steve estimated .that it would cast approximately $.50..00 or so per. moor to buymaterials-and-place them in the water. It was further • estimated that somewhere between fifteen and twenty moorings could be safely placed around the beach area... Steveexplaned to the committee that he had visited a couple of marinas with Bud Alich and had talked..to .several others. 'Through research and discussion with-local residents, and non-residents, he has found that mooring opportunities within the twin cities are very: limited. The cost per' mooring on an average throughout the twin cities runs anywhere.. from $200.00 up to $500.00 per mooring per season, The average cost per mooring with boats of less than 20 feet in length, approximately runs around $200.-00 to $225,`00. Steve also obtained two copies of mooring contracts used. by the Pepin Marina and the, marina in White Bear Lake. These. documents were forwarded to the attorney's office and Mr. Roger .Knutson has..drafted a proposed contract for use at ..Antlers.. Park. Steve explained: some of the benefits of a mooring area. Fir t of all, it would provide an area. for. residents to moor a boat with- in their own .community, .not having to drive many miles and pay very expen- sive fees to use other lakes and other moorings. More: importantly, the establishment of a safety no-wake .zone channel and sectioning: off the, north. side of the beach would ':greatly improve the safety of incoming and -:.outgoing traffic from the boat launch. In years past, this'is avert' hazardous area, in need of some controls, .such as what. is being"proposed. Some of the potential disadvantages suggested by member Robert Norden.. are that the area would restrict water skiing, where it once was allowed. Originally, it was planned not to'allow any motorboats in the mooring area, but after. further discussion, ,it is almostnecessary to allow .power boats • to enter he area and beach their crafts-for picnicng and use of Antlers Park. The necessity is perpetrated by the fact that there are so many Parka and Recreation Committee .minutes March 12,:1982. Page -3- .power boats that use Antlers Park and Lake Marion, that to cut off the north shore line would cause too much congestion on the. outhern,part of Antlers Park.:... 82-15 After`further`discussiona it -:was moved by Cramer and seconded by Starke, to recommend to Czty Council the approval of a sailboat mooring area at Antlers'Park and that the recommendations as outlined in the Parlc Director's letter, .also;, be implemented. Motion passed. It .was further discussed,'tha.t in the-future development of this area, all considerations be given to accomodate the needs of power boats and other crafts using Lake Marion. Mr. Bob Perzel was also present at the meeting to discuss the proposal and he will be present with other members of the Lakeville sailing 'club at the City"Council meeting. Item number five was a review of .the Park Maintenance Report, Steve and the-committee discussed 'it briefly. Steve informed the committee that this was an average cast as compared to 'the last. couple of years,. which is considered ow. Vandalism cost has done as high as $5,000.00 to $6,000.00 • in the past, whereas the 1981 level at $2,000.00 was acceptable. Steve will continue to keep the public relations program in combatting the problem of vandalism. Under item six, old business, Stevediscussed'the final CETA,grants, which are. now in ..progress. and will be for the summer. A fnal'figure of $23,f>00,QO was awarded to the City of Lakeville to employ three employees in the Park Maintenance. Department. Item seven, new business, Steve informed: the committee of anew plat -that was being filed..in the Orchard Take Estates, and showed thecommittee. where it was being located and the reasons-for its platting. Steve stated_ .that the plat would be presented to .the committee at our next meeting and. a recommendation would. be forthcoming.. 82-7.6 Being there was no other .business, it was moved by Storlie, econded by Lewi to adjourn the meeting.
