Park Director., Steve Michaud,. was also present'. Item two was the approval of the December 16, 1981 Park.: and.Recrea- tion Committee minutes. 82-1 It was moved by Miller, seconded by Norden: to approve the minutes, as read.. Motion passed.. Item three was the Park Director°s report. Steve bagan by giving a report on the maintenance of our hockey rinks. Steve reported that he had received a call from a citizen concerning maintenance. problems at the High School rink. Steve explained to the:: committee that the High School rink has an ongoing maintenance problem, with blowing winds and snow it is difficult to keep that rink open during adverse weather. The-maintenance department has had requests to keep • that rink open for any high school .events, for school hockey practice and early evening LAA practices. It is normally impossible to accomodate all these requests, even to the minimum, that the maintenance. schedule has been changed to at .least accomodate the general public,. which is our first pri- ority. The maintenance department will continue to clear. those rinks to the best of their ability and hope that the weather will not continue to cause as many problems as it has. .Steve also received a call from Mrs. Audrey. Royce from Country view Mobile Home Park with respect to flooding an area for those people to skate. • Steve told the Committee that he explained to Mrs. P.oyce that this issue had been discussed last year and that the final decision was that the Park Department would go out there for a fee, a.nd not be responsible for any of the other maintenance thereafter. Steve reminded the committee of this particular proposal last year and stated that thus year would be'evenmore difficult because of the small amount of people working in, the maintenance department and the amount of responsibility which is now existing. Steve suggested to Mrs, Royce that she come to a committee meeting and explain their .needs, but we have yet to hear from. her. Steve explained to the committee that the ski trails had been open for a week and that the trails had been .groomed and people were beginning to .use the facility. Steve also-explained-.that the snowmobile trails had been having trouble with four-wheel drve_trucks driving on their trails. Steve issued some "Non-motorized Vehicle, Except .Snowmobile°° signs to the snowmo-' bile: club for installation at various points along the trails where whey have been having trouble. Park and Recreation Committee minutes January. 6, 1982. Page -2- Itemfour was a discussion of the proposed bicycle :trail maintenance, policy from Dakota County Parks. Steve explained the policy and handed out a letter .with his. recommendation s. 8Z-2 After further discussion, it was moved by Miller,,'secondedby Storlie, to recommend to_Councl the Park Director's recommendations.`` Motion passed, Item five was the 1982 budget tatus. Steve explained to the committee that the 1982 budget. was nata functional but-the city is still waiting fora final word from the state as to the cuts proposed for state municipal aid. As soon:as a finalized budget is 'completed, Steve will .,pre sent this to the committee for review. I-tem. number six was a discussion of the comprehensive parka plan .review. Steve explained to the committee. that instead of setting up asub-committee of thee. park and. recreation. committee,. he suggested that the committee dedicate a regular meeting night towards the reiew of both the comprehen- sive park plan system and the bike trail plan, Steve will prepare a package for the committee .members on the 'existing `bicycle trail comprehenaive plan which will be the. main. topic for the next park and recreation committee meeting. Item number seven was old business, and :there was no old business, Under new business, Steve presenteda "Ban Glass in the Parks" ordinance which was developed by the .City of New F3ope. Mr. Bud Alich has requested .that the committee consider such an ordinance in the Lakeville 'Park System. Steve explained .that he'also supports such an .ordinance because of theatre- mendous amount of broken glass within. the parks which occurs every year. More research, will be;done on the issue and the committee will be given .other data. later on this winter for review and the recommendation .for a potential new '`ordinance. Along the same discussion, the committee members suggested the possibil- ity of CETA positions that could be filled as part patrol police, or some- thing along that. nature. Steve said: that he would keep this;in mind and look into the potential of. having park patrol. Steve informed the committee that he had had a meeting with Bob Percel, .who represented the local sailboat club and the Lake Marion Homeowners Assoc- atop. .They will be putting together`a proposal for. better control of the access onto Lake Marion located in Antlers Park. This would include a desig- noted channel coming-from thelagoan to the speed zone part of the lake. It was also suggested to have rented moorings for sailboats and other boats in the no-wake zone. area north. of the beach. Steve suggested that the sailboat club and the Homeowners Association put together a proposal and present 'it before. the Park and. Recreation. January 6, 1982 .Page -3- Steve also informed the committee that he had talked with Betty'Sindt and she'had informed him that she was once agan'on the Park and Recreation Committee, representing the Council. Betty had offered her help whenever necessary and she would be willing to come to .the meetings when necessary. At this time,. Chairman Cramer opened. the meeting for nominations for the new officers of 1982: 82-3 It .was moved by Storlie, seconded by Miller, to appoint Cramer as Chairperson, Motion passed...,... 82-4 It was moved `by Miller, seconded by Cramer, to appoint Storlie as Vice Chairperson. Motion passed,. 82-5 It was moved by Cramer, seconded'by Lewis, to appoint Miller as secre- tart'., Motion passed. 82-6 There being no further business, it was moved by Lewis, conded by rlorden to adjourn the meeting.
