PARK AND RECREATION COMMITTEE MEETING
.DECEMBER 16, 1981.
.7:30 p.m.
The meeting wascalled to_order. Lovelace, Miller, Lewis and new
member, Robert Norden, were present. Steve Storlie and Butch Carrick
had prior .commitments and were unable to attend. Park Director, Steve
Michaud was: al so present.
81-50 Next .order of business was the approval of the November 18, 1981
committee minutes. It was motioned by Miller, seconded by Lewis to approve
the minutes as read.
Motion passed.
The next order of business was the Park Director's .report. Steve
reported the ski trails and snowmobile. trails were in good shape and
ready for more snow. The maintenance crews compacted and groomed the
ski trails immediately after the first snowfall, but because of the heavy
use by skiers and actually inadequate amounts of snow, the trails have.
been left until we get further snowfall. The..same condition. exists for
the snowmobile club who also tried to do some grooming but with not-much
luck because of snow depths. As soon as we get more snow and we continue'
on a regular maintenance program of grooming, we will open the parking lot
• and ski trails for fees.
Steve updated the committee with respect to he 1982 ski and snowmobile
trail grant in aids program from the Department of Natural Resources.
Steve said the state had awarded each the snowmobile and the ski clubs
money for 1982 and had authorized expenditures of fund balances for 1980
and 1981 to be used during the existing grooming periad. Steve also informed;..:
the committee that shortly after authorization to spend the money, he received
hold order from the Department,of Natural Resources stating that no monies
alocated for the 1982 grants could be spent until the State Legislature:
decided approximately how much and where the cuts would be for the T982
state budgets. Steve informed the committee the rink repairs and general
maintenance of all the skating areas had progressed and all facilities are
ready fore use...
The flooding program started December 6th and has progressed very well
to this date. All rinks and pleasure skating areas will be in excellent
condition by our planned opener, ,December 19th.
Next order of business was ar°. update on the recreation programs..
Steve reported that the.Senar Citizens had'had their 'Christmas party today
and there was in excess of 165 seniors present. It was a great celebration.
Steve also commented cn the phone. survey as far. as recreational and
park needs being conducted by the senior citizens in cooperation with .our
department. Of 100 chosen area citizens that were coiled, approximately

sixty had been returned.. The majority of, all those answering-were very
favorable towards exi ting programs, park maintenance, etc. A complete
review of the total project will be completed, hopefully within the next
month and another survey conducted in the spring..
Steve also.. gave an update on the progress with. the H.R.A. as far as
the senior citizen subsidized housing. Steve explained that the news-
letter is presently being formulated with the winter programs in conjunc-
tion with the community schools. It should be out within the next couple
of weeks.
The men's broomball .league will be'starting. Monday, December 21st,
as will be a new program being run Wednesday evenings with the Middle
School which is open adult hockey.
Steve explained that for the youth this winter, several skiing trips:
had been planned, ski lessons..-both. downhill and cross country, and Sandy
had also been working .with the P.T.S.A. to put together a winter wing-ding
festival: which wouldinclude sleigh rides, sled races, skating,. snow
sculpture contests, etc.
Item four was a,revew of 'the state convention.. .Steve reported that
he had been to many excellent essions and that the Jack Niles award pre-
sentation went very. well w~.thSteve Storlie representing the committee and.
Mr. Robert Jensen representing the .city Council.
Itemfive was. a review.of the-revised'Foxborough master plan.` Steve
presented the revised plan showing how the northern boundary of'the park
had changed and how the existing facilities had been moved to accomodate
the new boundary. Steve reported to the committee that this change in
boundaries did not adversely affect planned facilities, just moved them
around a little bit.
81-51 After some'discus.aion, it was moved.. by Norden, seconded by Lewis, to
recommend to City Council that they:`approve the boundary lines change 'at -
Foxborough Park.'
Motion passed.
Item six was a review of the Linder .Plat. Steve explained the .location-
and the scheme for the development of this plat-. The committee discussed
the. need 'for parkproperty in that location in relation to another plat
that had been proposed .earlier this year just to the west of thin area.
Steve explained that they were just reviewing the particular area and that
a more comprehensive review i,n reference to the `comprehensive plan would
be conducted with a recommendation,at our next meeting.
Item number seven was a review of the 1982 budget. Steve gave the
• committee an update as to the situation. He stated that. department heads

had prepared a recommended amount of cuts, as stated at previous meetings,
those particular budgets had been formulated and sent to council for
.acceptance.. At present, T believe the philosophy will be that the City
is .going to sit on these, cuts until they find out absolutely which way
the state legisl~ture''is going to go with respect to municipal aid. Steve
will:'inform,the committee>as soon as possible and pass out budget briefs
c~nee they are finally resolved.
Item number eight., the committee..discussed areview and updating°of
the comprehensive bike trail and the park and open space park system plan.'
Steve said than this winter, sometime in February, that the committee would
begin work on this.
Thee committee also discussed the idea previously discussed of inviting
various civic groups and student groups to the committee meetings to discuss
common needs and goals. Steve. suggested that we have a different group
possibly every third meeting or more.
Under new business, Steve informed the committee of the, Youth Employ-
ment Training Program grant awarded to the City .from the'Dakota County CETA
in the amount of $20,000.00. Steve informed the committee that the money
would be-used to hire two persons fora full .year. Both. persons would `be
placed in the park maintenance department to offset the personnel shortage.
Steve also cautioned the committee that he was informed by CETA personnel
that the`President of the United States could still-veto this money. Steve
hada petition to pass around the the committee concerning the sludge ash
dump-which the committeemembers signed..
81-52 Being there was no more business, it was motioned by Lewis, seconded
by Miller to adjourn the committee meeting.
