PARK AND RECREATION COMMITTEE MEETING
NOVEMBER 18, 1981

Roll Call: Storlie, Cramer, Miller, Lewis and new member, Butch
Carrick, were present. Park Director Steve Michaud was also present.
Chairman Cramer welcomed Butch to the committee and introduction of
all committee members was completed...
81-48 It was motioned by Storlie,- seconded by Miller, to approve the
minutes of the. October 21, 1981 Park and Recreation Committee meeting
as read.
Motion passed.
The next item on the agenda was the Park Director's Report... Steve
reported that the Orchard Lake restroom building was complete except
for some minor flashing around the roof's edge. The building is ready
and can be made functional for the 1982 beach season.
Steve went on to explain that many repairs are .being made on the
hockey program facilities. Many light: lenses and light-fixtures them-
selves have been vandalized throughout the park system and some major
costs are being incurred that were not planned for. The park maintenance
department is planning on making ice starting the week of December 7th,
• weather permitting.
Steve gave the committee a brief update on the budget status. A
second-round of cuts had been recommended to City Council, prepared ;by
Steve. Presently the recommendations are sitting waiting for Legislature
to make some decisions and finalize the final cuts in appropriations to
municipalities.
Steve informed the committee that all work was completed on the. ski
trails and that a base of snow had been compacted and some ski trails laid
for. use. Although the trails are not in excellent condition, a track was
set to ,experiment with the track setter and the. groomer an,d to familiar-
ize some. of the maintenance men with the operation. Steve suggested that.
once we get another snowfall, and when adequate trails could be groomed,
we .would then begin to charge a fee.,
Item five :was an update on the recreational needs phone survey.
Sandy had reported to Steve that some of the survey questionaires had
been cooppleted by some of the seniors and that they were still waiting
for..:other seniors to complete their tasks. Steve will have an update on
the progress and some of the results at the next meeting.
Item six was a report on the National .Congress, hosted by the City
of Minneapolis. Steve explained the convention was very well taken and
was very informative and educational.., Steve also informed the committee
that the 1981 National conference was the most-attended conference in
the. history of the. N,R,P.A. Members Lewis and Miller were able to attend

some special sessions on board and commission members. Both were.
pleased with the sessions they went to and gained valuable knowledge
and met some interesting people. Both members thought that being able
to go to :either state or national conventions:-when appropriate. was a
very good idea.
.Under old business, the committee discussed the remaining vacancy
on the committee. Thought was given to the possibility of having a
student, a young adult or a senior citizen become a member of our
committee.. The committee further discussed arranging meetings with
the various civic groups throughout the community to sit down and
discuss particular .need"s and wants of those groups as pertaining to
parks and recreation and other city-related items..
The committee decided to cancel `the first. meeting in December due
to conflict with the M.R.P.A. winter convention.
81-49 There was no new business and upon appropriate motion b,~ Lewis,
seconded. by Miller, the committee adjourned.
