HomeMy WebLinkAbout10-21 CITY OF T,AKEVILLE PARK AND. RECREATION COMMITTEE MEETING OCTOBER 21, 1981 7:30 p.m. The meeting was called to order. Storlie, Cramer, Miller, Lovelace and Lewis were present. Park Director, Steve Michaud, was also present. The first order of business was to approve the October 7, 1981 Park .and Recreation Committee minutes. 81-45 It was moved by Storlie, seconded by Lewis to approve the minutes as read. Motion passed. Next order of business was the Park Director's Report; Steve informed the committee that the Orchard Lake Building was progressing and the building is basically built except for miscellaneous hardware plus the roof is to be waterproofed. Steve informed the committee that the access trail from Dakota Heights residential area to the Dakota Heights Park was scheduled and should be completed within a week. Work is continuing in Ritter Farm Park preparing the ski trails, inclu- ding brushing and mowing of the trails, installing new signs,, repairing or replacing old signs .and completely redoing the trail head sign. Steve. also informed the Committee that the maintenance crews were. busy repairing and repainting all six hockey rink sites in preparation for the upcoming skating season. The maintenance department is also busy stock piling picnic tables, transporting barrels from the parks, winterizing all restroom facilities and many other miscellaneous jobs in preparation for the winter season. Item four was a discussion with the committee concerning attendance by a committee member at the National Recreation and Park Association national convention. Kathy Lewis and Dennis Miller both expressed an interest in attending. Steve suggested that they show up on the days. outlined in the agenda and pay for the cost out of their own pocket which would be-later reimbursed by the City. Several good sessions are planned for board and commission members. Steve encouraged those that could attend, to attend. Steve presented the Committee with a sample survey. The survey is a questionaire asking citizens a few special questions related to park facilities and recreational programming. Sandy Osterberg is working with the Senior Citizens Club to do a phone survey. Selected areas throughout the City have been chosen and the senior citizens will be calling approximately ten to twenty people in each of these areas. Hopefully the survey results will be completed by the end of November. Park and Recreation Committee minutes October 21, 1981 Page -2- 81-46 After further discussion, it was moved by Storlie, seconded by Lewis to approve the phone survey format as presented by the Park Director. Motion passed. Under old business, Steve brought up the continued discussion on lighting fields one and two on Aronson Park. Presently there are several ideas and suggestions as to how to provide the resources necessary to light and complete development in Aronson Park. One suggestion was to prepare a bond issue that would complete. Aronson Park and four or five other high priority park facilities located throughout the City of Lakeville. Steve .suggested that a small bond issue in the area of two to four hundred thousand dollars may be attractive as compared to a bond issue in the area of $1,000,000 plus. It has also been suggested that a small bond issue fore park development be part of an overall bond issue to construct a police sta- tion. Steve emphasized to the Committee that these were various options that were being discussed. and that the committee should think about this and any other alternatives that may come to mind. Under item seven, new business, Steve brought to the committee, a suggestion to consider concerning the banning of glass objects in the park • system. Steve explained that- Bud Alch had been to a seminar and discussed with other park superintendents recent adoption of "No Glass" ordinances in other cities. Steve explained that presently the biggest problem existing today in our high-use park facilities is broken glass. Glass is broken .against buildings, along walkways and on beach areas, causing potential dangers to park users and liabilities to the City of Lakeville.- Steve has sent for copies of "No Glass" Ordinances from other cities and will be inves- tigating this particular idea further. Additional information will be provided to the committee at the next meeting. Under new business, Steve informed the committee that he had been nomin- ated by a fellow professional to receive the Jack Niles award which repre- sents an award given yearly to the top professional in the state of Minnesota with less than ten years service by the Minnesota Recreation and Park Associa- tion. Steve informed the committee that the nomination is only a formality .and that competition is tough and that results of the award will not. be known until November. 81-47 Being there was no more business, upon appropriate motion by Lewis, seconded by Storlie, the committee adjourned.
