PARK AND RECREATION COMMITTEE MEETING
OCTOBER 7, 1981
7:30 p.m.
Roll Call: Lovelace, Storlie, Miller, Lewis and Cramer were present.
Park Director Steve Michaud was also present.
Next order of business was the approval of the September 2, 1981
Park and Recreation Committee minutes.
81-43 Motion was made by Storlie, seconded by Lewis to approve the minutes
as read.
Motion passed.
Next order of business was the Park Director's report. Steve informed
the committee that the Orchard Lake Beach restroom facility project has
been started. The project has progressed to the first floor and is waiting
for continued block work. Hopefully, the project will be finished by the
end of October.
Steve informed the Committee that we had received soil test reports. from
the University of Minnesota on Aronson Park and Antlers Park as part of our
fertilizing program this year. As of the end of this week, the maintenance
• department has completed fertilizing all of the major parks. Many of the
small outlying parks were not fertilized this year due to attempted savings
on this year's budget.
Steve attended a meeting with the Hockey Boosters and outlined this year's
maintenance program. The Hockey Boosters were interested in obtaining infor-
mation on a portable Zamboni. Steve will look into this matter and report
back to the Committee within a couple of weeks.
All of the ski trails in Ritter Farm Park have been cut and cleared of
downed trees and are now .ready for fall hiking programs and also ready to go
for the winter programs. Steve informed the Committee that as of October 9th,
all restroom facilities within the park system will be closed and winterized.
Under old business, Steve presented a revised plat layout on the Argonne
Farms development along Highway #50 and 35W. Steve informed the committee
that some minor changes had been made and that 4.5 acres would be excluded
from the park dedication fee requirement because those areas will be used as
holding ponds on the site. A motion was not necessary at this time due to the
fact that the committee had already decided that a cash contribution would be
required on this plat.
Continuing under old business, Steve informed the Committee that the
budgets had been submitted and were in the process of being approved by City
Council. As of this meeting,'the final budgets had not been returned to depart-
. merit heads and Steve will go over them with the Committee as soon as he receives
his final budget.

Under old business, Kathy Lewis asked what the status of Jacquard
Avenue Park is and what the plans were for any development. Steve ex-
plained that because of tight budget cuts, not too much would be planned
for the area. As promised to the citizens of that area, at minimum, the
area will be disced and seeded and a parking lot developed within the park a
At present we are waiting for the farmer to remove his crops before we
can go in and downy work in the area.
Under new .business, Steve presented the Committee with a proposal
outlining a potential sale of the eastern twenty acres in Aronson Park,
As stated in the letter, because of many cutbacks in the budget, matching
funds to provide for lights and other facilities in Aronson Park had been
cut. Steve explained that the softball leagues were very much interested
in having lights installed for the 1982 season. Steve explained that.
the twenty acres in its present state is not usable for athletic facilities.
To make the twenty acres usable would take extensive grading which would
be very expensive. After. further. discussion, the Committee asked Steve
to prepare a feasibility report to include the needs of all athletic
groups and to report back to the Committee with his findings. The commi-
ttee also suggested an idea of increasing the fees for farming the land,
. and using those revenues to purchase lights and to pay back potential loans.

seconded by Lewis, the Committee adjourned.
