HomeMy WebLinkAbout09-02 CITY OF LAKEVILLE PARK AND RECREATION COMMITTEE MEETING SEPTEMBER 2, 1981 7:30 p.m. Ro11 Call: Lovelace, Storlie, Miller and Cramer were present. Kathy Lewis called and informed us that she could not make it this evening. .The first order of business was the approval of the August 5, 1981 Park and Recreation Committee minutes. 81-38 It was moved by Storlie, seconded by Miller to approve the minutes as read.. Motion passed. Representatives from the Northland Mortgage Company were present to give a presentation on the Foxborough Second Addition. Steve asked that they give their report now and we would come back to the Park Director's report as the agenda had it. Mr. Molinaro from Suburban Engineers gave a presentation outlining the plat. and the various association to existing park property. They pointed out new additions to the park and potential pondings to the north of the existing pond. Steve asked if the access to the .west could not be • moved a few lots further to the west. This didn't seem to be any problem. 81-39 After further discussion, it 'was moved by Storlie, seconded by Miller to .recommend to City Council that Northland. Mortgage Comgany be required to give a cash contribution at the present rate for 188 dwelling units in the Foxborough Second Addition. The Committee also recommended that the developer continue to develop the park as under the original con- cept in Phase I, Work completed in the park would be credited towards his cash contribution. Motion passed. Going back to Item 3, Park Director's report, Steve reported that Jacquard Avenue Park and Oak Shores Park .were both under the ownership of the City and that title deeds had been. received. Steve updated the committee concerning the development of a BMX course in Dakota Heights Park. Steve .has received calls from three differ- ent groups within Lakeville with. concerns about developing a track for prac- tice for the remainder of this year, forming a club, and developing a more permanent track for 1982. Steve explained to the committee that this parti- cular program is one that is growing very rapidly and that there is a need for a particular course of this type. Steve suggested that a trial course be scratched out into the area south of the drainage ditch located in Dakota Heights Park. There is a great interest in this area for BMX racing and this particular piece of property would be very conducive to a BMX track. • 81-4Q It was moved by Cramer, seconded by Miller to recommend to council that the Park and Recreation Committee be permitted to develop a trial BMX bicycle racing course at Dakota Heights Park. Motion passed. Park. and Recreation Committee Minutes September 2, 1981 Page -2- Steve explained that there are plans and budgets present to do some reshaping in the ditch that goes through Dakota Heights. At the time .the bulldozers are in there working, a short course could be developed with relative ease and very little time. Steve went on with his report and updated the committee as to the progress of relocating Field #2 at Aronson Park. As of the meeting, all .fences had been removed from Field #2, the ag-lime skinned off the field and the new infield had been cut out with a sod cutter. The project is going well and should be completed by the end of the week. Steve informed the committee also that all beaches would be closing after Labor Day. He went on to explain that there were very few problems at all three beaches. this year and all the programs went well. Steve informed the committee that on Septmeber 17, the first organ- izational meeting to .form a Muzzle Loader Club will take place. Under old business, there was no .old business. Under new business, committee member Miller brought up the concern • of having ash. and sludge dump so close to Aronson. Park being proposed by the Metropolitan Council. 81-41 After some discussion, the committee decided to recommend to the Lakeville City Council and to the Metropolitan Council and all other con- cerned state agencies that the Lakeville Park and Recreation committee goes on record as being opposed to the location of that site being in such close proximity to Aronson Park.. Motion .passed. 81-42 There was no other new business and upon appropriate motion to adjourn was made by Storlie, seconded by Miller, the committee adjourned.
