PARK AND RECREATION COMMITTEE MINUTES
AUGUST 5, 1981
7:30 p.m.
Roll Call: Cramer, Miller, Storlie and Lewis were present. Park
Director Steve Michaud was also present.
Next order of business was the approval of the Jury 22, 1981
Park and Recreation Committee minutes
81-34 It was moved by Storlie, seconded by Lewis to approve the minutes
as read.
Motion passed.
Next order of business was the Park Director's report. Steve.
updated the committee on several projects including the installation
of the boundary fence along the access to Valley Lake Beach which is
now being constructed and should be completed within a week. Steve
informed the Committee that the final contracts have been signed for
Orchard Builders for the construction of the restroom facility at
Orchard Lake Beach. Construction should commence within the next two
or three weeks. Steve discussed with the committee the rebuttal letter
which was published in the Dakota County Tribune concerning the condi-
tion of Antlers Park on the Fourth of July weekend. Steve explained
• the maintenance program existing today is probably the best within our
capabilities. Unfortunately, when you have hundreds of out-of-town
folks visiting Antlers Park, not all are going to be pleased 100°s of
the time.
Steve went on to inform the committee that Mr. Spande and Mr.
Loken, developers of the Oak Shores Addition, donated 10 acres of land
to the park system. The land is adjacent to a small pond and the exis-
ting Oak Shores Park. This is a valuable contribution to the system
and to the particular. site, Oak Shores .Park. The Committee instructed
Steve to draft a letter thanking Mr. Spande and Mr. Loken for their
contribution. Steve went on to explain that some conceptual drawings
and plans will be put together. this fall. or possibly this winter. A
citizens committee of Oak Shore residents and Park and Recreation Commit-
tee members would be formed later on this year to discuss the master
plans for that area_
81-35 It was moved by Cramer, seconded by Miller to direct the Park and
Recreation Director to draft a letter to Mr. Spande and Mr. Loken,
thanking them for their park dedication.
Motion passed.
.Store went on to explain that the recreation programs had ended the
previous week and that most. program sites were very successful this year.
Steve went on to explain that the Countryview Mobile Home Park program
• site was down on attendance and that would be reviewed and discussed. with
the people. of that area to see whether or not this was a feasible program
site.

Steve went on to explain that the Senior Citizens programs were.
going strong and the seniors were very happy and doing many programs.
Item four was a discussion of the 1982 budget. Steve explained
to the committee that the budgets were still with the finance director
and the city administrator and that as soon as the first review with
the finance director and the city administrator was completed that
Steve would go through the budget with the committee.
Under new business it was brought up by committee members that a
letter be drafted to Mr. Jeff Kennedy for his contributions to the
Park Committee while he lived in Lakeville.
81-36 It was moved by Lewis, seconded by Storlie to prepare a letter
to Jeff Kennedy thanking him for his tenure on the Park Committee.
Motion passed.
Under old business, Dennis Miller brought up a potential Park and
Recreation Committee member. Dennis requested that an application be
sent to Mr. Hubert Kuehl of Gerdine Path. Steve .said that we would
• have a letter typed up and an application sent to him immediately.
Dennis also brought up that a citizen had called him compL.aining that
the grads had not been cut at Independence Park.. Steve thought the
machines had been out there this week and if it wasn't cut it would be
cut shortly. As of the writing of these minutes, an inspection of
Independence Park was completed on Thursday, August 6. The. park was
cut and looked very well groomed.
Dennis also asked about the progress of the BMX racing program.
Steve explained. that Mr. Haukos had not yet returned with information
needed to progress with. any development of a BMX course. Steve suggested
that we utilize the citizens interest in developing this particular pro-
gram and wait for them to come in and then utilize their expertise to
get the program rolling.
Continuing .under old business, Jeff Cramer brought up the potential
of doing a community Park: and recreation survey needs assessment. Steve
suggested that projects such as this should be one done with. care and
also further suggested the possibility of-using the seniors for a phone
survey.. Steve brought up the point that he had been contacted by the
Lakeville Men's Softball Association concerning the installation of lights
at Aronson Park. Steve informed the Committee. that a bid of $17,000 had
been received for fixtures.. Along with the league members,
the remainder of the work could be solicited by the league through local
talents plus help from the Park department. The league is formulating
a proposal to be brought in to City Council and Park and Recreation
Committee for consideration this fall..

81-37 There was no more old business and upon proper motion by Miller,
seconded by Storlie, the Committee adjourned.
