Park and Recreation Committee Meeting
July 22, 1981
7:30 P.M.
Roll call: Lewis:, Miller, Lovelace and Storlie were ,present. Chairman
Cramer called and was absent. Mr. Kennedy officially resigned from
his position on the committee. In the absence of Chairperson Cramer,
Steve Storlie took the Chair for the evening.
81-31 The first order of business was approval of the June 3, 1981 meeting
minutes. It was moved by Storlie and seconded by Lewis.
Motion passed.
Before the. Park Director's report, Steve informed the committee that
Jeff Kennedy had called and informed him of his resignation. Jeff...
mentioned that he would have an official letter in the mail, and that
he was sorry that he had to Ieave but his new home was completed in
Scott County and he had moved out of the city limits and Dakota County
limits. .The committee recognized Jeff's. work and was sad. to see him go.
Under the Park Director's report Steve informed the committee that the
Jacquard Avenue park was. still being processed as far as ownership by
the City. He informed the committee that because of an existing lease
to the farmer, the City would not be able to utilize the property
. until the existing crop was harvested in the fall. Steve suggested
that after the crop had been harvested, the City crews would get in
there and try to level the area and get seed in the ground so that
the turf could begin to develop for next year. Because of the lateness
of the year, no proposed development would occur until the following
spring or summer.
Under Item B of Development Projects Update, Steve informed the committee
that Valley Lake Beach has had very minimal problems and has been going
very well this summer_ He explained to the committee that negotiations
for building a fence on either'side of the pedestrian and vehicle
access was going well. The fence is planned to go up the week of
July 27th...
Under the Orchard Lake Restroom project, Steve had a meeting with the
contractor, Orchard Builders, and Frank Kriz of the engineering firm.
The preconstruction conference went. well. A few items have to be cleared
up as far as delivery times, but .the building should. begin construction
within the next three to four weeks. Steve informed the committee that
the council authorized the Park Director to administer the construction.

be completed by the end of August.
The Antlers Park pavillion is complete except for the slab. One-half
of the slab. has been poured and is complete. We are: awaiting' dryer
weather to install the second half of .the pavillion floor.

Steve reported hat the Jackson Heights Park development was 90%
complete, and all that remains is some final landscaping and the
hauling of black dirt.
Steve informed the committee that more work was being completed in
the Dakota Heights Park. Park miantenance crews were installing
.posts along the roadways and parking .lots. Work will also commence
along the major drainage ditch that. goes through the park, which was
washed out very badly in last year's storms.
.Steve also informed the committee that the park. maintenance :department
constructed 40 feet of docking that was installed in Antlers Park.
This particular dock was requested by the Lakeville Jaycees to assist
elderly people and handicapped people getting in and out of boats.
The Lakeville Jaycees funded this project.
Item number four was a review of the Argonne :plat.' Steve informed
the committee of the location and the type of proposed development
for the Argonne Park plat. Steve recommended .three areas of concern,
and they are as follows:
1. He recommended that the Argonne plat be required to pay the maximum
amount of .cash, $6U0 an acre times the total amount of acres, 44.
2. An easement beset aside for a bikeway along Highway 50 in conjunction
with the same width or easement that was dedicated in the 385 P.U.D.
along Highway 50 and .185th Street.
3. Payment of the cash contribution should be in amounts equal to
the phases or the number of phases that the plat will be divided
into or in one lump sum if the plat is completely filed ,as one
total... p lot .
81=32 It was motioned by Storlie, seconded by Lewis to recommend to the
Lakeville City Council the Park Director's recommendations for Argonne Park.
Motion passed.
Item number five. Steve explained the budgeting process that is just
recently being completed, and that several guidelines for this year's
budget were established by the City Administrator and Finance Director,:.
all of which. were complied with.. Steve will have copies of the proposed
budgets at the next meeting for discussion.
Item number six was new business. There was no new business.:
Item number-seven was old business. Under old business Dennis Miller
• brought up the point that Valley Lake Beach needed additional sand at
.the water's edge because mud was. coming through. He also brought up

the fact that a lady had called him, and .that the Fairfield Park grass
needed to be cut and the infields were in need of work. Steve informed
him that all the parks out there had just recently been .cut, and that
Fairfield Park is on a regular schedule on a weekly basis and that all
the parks have been kept on that weekly .schedule except for one time
about a month. ago when the equipment was broke' down for 'a few days.
81-33 With no further, business, upon appropriate motion by .Lewis, seconded-
by Miller the meeting adjourned.
