HomeMy WebLinkAbout04-01 • CITY OF LAKEVILLE PARK AND RECREATION COMMITTEE MEETING APRIL 1,.1981 7:30 P.M. Roll Ca11: Lovelace, Cramer, Miller, Storlie and Lewis were present. Kennedy was absent. Park Director, Steve Michaud was also present. 81-19 At this time Jeff Cramer introduced a motion thanking Sandi Novak for her term of office while serving on the Park and Recreation Committee, Motion passed unanimously. .Next order of business was the approval of the minutes of the March 18, 1981 Park and Recreation Committee. 81-20 It was moved by Storlie, seconded by Lovelace to .approve the. minutes as read. Motion passed. Under the Park Director's report,. Steve gave a variety of, development updates as follows: Valley Lake Beach landscaping and seeding has-.all been completed. • Landscaping and seeding along the entire bicycle trail in Valley Park has also been completed. The dock sections for the swimming area at Valley Lake Beach have also been completed. Construction of a raft for the outer swimming areas will be started in the near future. Steve explained that he visited several sites in the Twin Cities with respects to picnic shelters. Steve mentioned that Bud Alich was taking quotes on the various types of materials to build one. Steve will have a presentation concerning the shelter building planned for Antlers Park for the next meeting.. It was suggested by committee members that the possibility of electricity and water be available in the proposed shelter. Steve went. on to report under item "B" about athletic programs. He mentioned he had had a meeting with Lakeville Athletic Association,. the Men's Softball Association, the Women's Softball Association and the Mixed. Couples Softball Association, trying to iron out field use conflicts at Aronson Park. The Men's. League, the L.A.A., the Women's and the Mixed Couple's Leagues. have all increased in numbers. this year, causing overcrowding at Aronson Park. After much discussion, it was decided that a priority system of scheduling would be established, starting with the Lakeville Athletic Associ- ation and the Men's Softball Leagues. Both those leagues would have priority use for the. fields. The Women's Softball League and the Mixed Couples League would then be able to schedule the remaining fields on dates available. Steve will be .meeting with these two other leagues to decide some exact times i and dates for usage of the fields. The discussion also included future growth and necessity for additional fields, or as mentioned, greater necessity for lighting fields one through four to accomodate future expansion for the next Park and Recreation Committee minutes April 1, 1981 Page -2- ' ten years.... Item four was a review of the 1982 LAWCON grant priorities. Steve told the committee that he had sent a request for feasibility study to City .Council. The study would indicate potential costs for bicycle trails from downtown Lakeville to the High School, passing through Antlers Park. Steve will keep the Committee updated as to the progress on this request.. Item five was an update of the bicycle trail subcommittee.. Steve passed out minutes of a meeting held Monday, March 29, 1981. Steve went through the various changes and updates within the Bicycle Trail Comprehensive Plan. Committee members added to the suggestions and the map was finally finalized. Minutes of that meeting and the prepared map will become official minutes of this meeting. Committee members brought up the problem that cars were passing on the right side of Cedar Avenue north of 160th St. in the supposed bicycle lane. Steve reminded the committee that the paved section of Cedar Avenue north of 160th. St. was not a designated trail but only a maintenance .project by the county. Steve also mentioned that he had been promised by the county that a solid line. would be painted along that stretch of road and he will follow up with the county to see when this is going to be done. Under old business, Steve reported that his attempt to secure an ease- . ment from the property owners owning the property north of Valley Lake Beach • had failed. The property owners just recently decided to sell. the property thus not making it available for such an easement at this time. If the prop- erty is sold relatively soon, Steve will then .approach the new owners to try to secure an easement for a road and parking lot to the beach area. Still under old business, Viking Square, Mr. Tillges' plat was brought up for discussion. Apparently he is asking for some re-zoning and changing of housing units. Steve will talk to the planner to discuss the possibility of a change in the recommendation of the park dedication ordinance. Under new business, Steve discussed the brochure prepared by the L.A.A. concerning their community center project.. Steve explained the basic compo- nents of the building and the basic conceptual plan the committee had pre- pared. Park and Recreation Committee members were receptive to the need for such a facility, and would be anxious to see the progress of this citizen committee. 81-21 Upon proper. motion by Miller, seconded by Lewis, the Committee adjourned.
