PARK AND RECREATION COMMITTEE MEETING
JANUARY 21, 1981
7:30 pm
Roll Call: Lovelace, Cramer, Miller, Lewis and Kennedy were present.
Park Director Steve Michaud was also present.
81.6 Next order of business was the approval of the January 7, 1981 minutes.
It was moved. by Miller, seconded by Lovelace to approve the minutes as read.
Motion passed.
Park Director's Report:
Steve reported on the progress of the Jacquard Ave. Park. Gene Jacobson's
.survey company had been contracted to do a survey of the proposed seven acre
park and write a legal description which has been completed. The survey and.
legal description have been forwarded to the City Attorney's office to begin
negotiations with the property owners. At present, an appraisal is being
written. on the property and once this is completed our attorneys will have a
basis to begin negotiations. Steve will keep the committee updated as to the
progress of the negotiations on the property.
The next item was a discussion of the 1981 budget. Steve had sent copies
of the 19$1 budget to all of the Committee members. He asked that they review
the Park and Recreation budget before the next meeting and if there were any
questions or recommendations, Steve would answer them at that time.
The next order of business was discussion of the Comprehensive Park Plan
Review, discussion of the comprehensive bike and pedestrian trail system.
Steve had given comprehensive plans to all committee members and requested that
they begin to review every aspect. of both plans so that they may begin an
update and review of both comprehensive plans. Committee members were instructed
to read all aspects of both plans .and be prepared to make comments and additions
or changes at the next meeting.
'Under old business,. Steve read a letter from Laon Hammer which was an
introduction to a series of a folder full of additional letters with respect
to the Renaissance Festival issue. Steve told the Committee that this bundle
of letters presented by Laon was too large to reproduce and that they will be
on file available for any members who wish to read them. Member, Dennis
Miller, did take-the packets to be read.
Under eld business, Steve presented a preliminary plat from the Cooley
Naegle company. Land which they are thinking about developing is that portion
west of 35W, north or Co. Rd. 70 and south of Co. Rd. 46. The development is
a proposed commercial/industrial office building complex. Steve said that there
was about 113 acres involved and based on"the comprehensive plan, a cash contri-
bution would most likely be recommended. The Committee was instructed to

review the plan and be prepared to make a recommendation at an upcoming
meeting.
There was no other business.
81.7 Upon appropriate motion by Miller, seconded by Kennedy, the Committee
adjourned.
