PARR AND RECREATION COMMITTEE. MINUTES
DECEMBER 3, 1980
7:30 pm
Roll Call: Trued, Lovelace, Cramer, Novak, Kennedy and Storlie were
present. Park and Recreation Director, Steve Michaud was
also present.
The. next order of business was approval of the November 19, 1980
Committee minutes.
80-61 It was moved bq Kennedq, seconded bq Lovelace to approve the minutes
as read.
Motion passed.
Park Director's Report:
Steve bagan with an update of the Va11eq Park Bike Trail. Steve
stated the trail in 0alleq Park was basicallq complete with the exception
of some minor landscaping and seeding that will be done next gear. We
• have had several good reports from the citizens in the area who are verq
happq with the trail.
Steve reported on the progress of the Middle School Bink. The
project of wing the Citq Hall rink to the Middle School is now complete
and readq for use. Steve went on to explain that as of December 8th, we
would be receiving two flooding trucks and the process of preparing all
our skating areas would begin im~aediately. The rinks are scheduled to
open up Saturday, December 20th. Steve went on to explain the cross
cauntrq program recommendation. Steve explained how Mr. Smith who previ-
ouslq was in charge of grooming all trails, was getting out of the business
and would no longer be doing anq grooming. Steve has recommended that the
Citq purchase Mr. Smith's equipment and take over'the operation in-house.
Steve went on to explain that we would train full time personnel in the
Park Department to groom during the week and hire part time workers to
groom on the weekends. As stated in his report dated November 29, 1980,
receipts from the parking lot and the reimbursable grant-in-aids moneq
from the state should cover most of the expenses for the 1980-8i season.

recommend to Citq Council that theq authorize expenditures of $1,200.00.
for purchase of a 1976 Ski-Doo Alpine grooming machine and all necessarq
grooming equipment and miscellaneous equipment.

The Finance Director concurs with the recommendation based on the
fact that monies will be refunded to the General Fund as desczibed in
the Park Director's November 26th memo to the Committee.
Next order of business was the presentation and discussion by the
Rennaissance Festival representatives. The Committee discussed the options
as far as requiring a park dedication fee from the Renaissance Festival.
Several topics were brought up including traffic, parking, impact of
surrounding areas and so forth. Steve suggested and reminded the Commit-
tee that although all those points are important, this Committee's main
responsibility was to address the park situation and how this particular
groposal would affect the park comprehensive plan existing now and in
the future. Steve informed the Committee that the Planning Commissioa,
Natural Resources Committee, Engineers and Consultants were all involved
addressing all of the other major topics and that all the major. issues
would be resolved one way or another. Steve went. on to explain that at
staff meetings, they had discussed the possibilitq of assessing the
Renaissance Festival an up-front fee under the category of Industrial/
Commercial uses. Steve suggested that somewhere between the maximum
amount and half the maximum amount would be acceptable for those acres
being used for the interm period only. .The nterm period is somewhere in
• the neighborhood of 30 or 40 acres. The Committee felt that this was.
an acceptable idea and there were no .derogatory comments for or against
our discussion from the crowd. Mr. Corrigan and his attorney, Mr. Nord,
were also present. Steve went on to explain to the Committee that there
was no need for a formal recommendation at this time and that he would
keep the Committee abreast of current events with the Renaissance Festival
and when the time became necessary for a recommendation, it would be
made
Under old business, there was no old business.
Under new business,. Steve presented a report recommending Committee
to recommend to Council an increase in fees for parking at Ritter Farm
Park. Steve recommended that the per day car fee for parking be increased
from $2.00 per day to $3.00 per day. He recommended that the seasonal
family pass remain at $10.00 per season but after several minutes of
discussion by the Committee, it was decided that this fee should be increased
to $15.00 ger family for a season. Steve recommended that the fee be
increased from $10.00 per day to $15.00 per day for all buses.. Steve went
on to explain that all schools withia the Lakeville cross country ski
conference be admitted to the Park at no charge and that all schools not
in our conference be assessed a $15.00 per day fee.
80-63 After further discussioa, it was moved by 5torlie, seconded by Novak
to•recommend to City Council approval of the increase in parking fees at
• Ritter Farm Park as outlined.

There was no other new business and upon proper motion by Novak,
seconded by Trued, the Committee adjourned.
