PARK AND RECREATION COMMITTEE MINUTES
NOVEMBER 19, 1980
7:30 pm
First Agenda. Item was Roll Call: Kennedy, Lovelace, Cramer,
Novak and. Trued were present. Sandy Osterberg was also present
representing Park Director Steve Michaud.
The next order of business was the approval of the November 5,
1980 Committee minutes.
80-59 It was moved by Kennedy, seconded by Trued to approve the
minutes as read.
Motion passed.
The next order of business was the Park Director's report. The
floor was passed to Mr. Fred Corrigan and Mr. Don Hess of the
Renaissance Festival for their presentation.
Mr. Hess presented informational materials and maps depicting
• the location and how-the site was selected. The proposed site is
located on the northwest corner of Minnreg Road and Y-35, and includes
150 acres ad3acent to the interstate, It was explained that traff ie
in and out of the property will affect only a small portion of Minnreg
Road.as access to I-35. The widening of Minnreg Road was a concern
for the citizens .attending the presentation and it was explained that
the Festival will be responsible-for all costs and the improvement of
Minnreg Road,. 'Other concerns presented by the citizens included
traffic control on Minnreg and on-the Mallery property of which it
was explained that traffic control. officers and flagmen will b e util-
zed.
An open space use was also presented to the Committee. This
includes the possibility of using part of the site during ..the .winter
months for cross country ski trails.
The three-phase land development process was explained with future
plans .for the site being used as residential development. Mr. Fred
Corrigan and Mr. Don Hess mentioned they .would be on hand to meet with
the Committee at a future. date to discuss further plans for the Renais-
sance.Festival.
Under: the. Park Director's report,. an update was given on the-
Valley Park Bike Trail. The trail is complete except for final seeding
which will be done next spring by the. Park Department. The Committee.
questioned whether snowmobiles would be allowed and it was later stated

by the Park Director that signs would be posted allowing snowmobile
use on the trail.
An update was also given regarding the Middle School Rink pro-
eject. This project is complete with flooding to begin the first
week in December. Tt was mentioned that natural gas rather"than pro-
pane will be used in the warming houses which will reduce the cost to
operate.
The cross country ski trail program was the final item in the
Park Director's report. It was mentioned that Tom Smith will no
-longer be maintaining the trails. and the $4,700,00 reimbursable
money form D.N.R. will be used for grooming costs and purchasing a
machine. .The Park Director will also be making a recommendation to
increase the parking fees at Ritter Farm Park for non-conference
school usage.
Under old business it was mentioned: that residents of Lakeridge
• are inquiring about future grading plans for their parka

Novak, seconded.by Trued, the Committee adjourned...
