HomeMy WebLinkAbout10-01 • CITY OF LAKEVILLE PARK AND RECREATION COMMITTEE MEETING OCTOBER 1, 1980 Ro11 Call: Present were Trued, Lovelace, Cramer and Storlie. Novak and Kennedy were absent. Superintendent of Schools, Don McGuire, was present and Councilman Bob Nelson came to the meeting later. Park Director, Steve Michaud, was also present. 80-52 The first order of business was the approval of the minutes of the September 17, 1980 Committee meeting. Motion was made by Storlie, seconded by Trued to approve the minutes as read. Motion passed. The next order of business was the Park Director's report. Steve passed the floor to Mr. Don McGuire, Superintendent of Lakeville schools, for his presentation. Mr. McGuire passed out some informational materials and maps depicting the location and how the school board went about choosing the proposed site. The site is located at 175th St. and Ipava Ave., and consists of twenty acres. Mr. McGuire went on to explain that • the school is in the preliminary stages of site planning and that he would welcome any suggestions from the Park and Recreation Committee with respects to proposed needs for athletic type facilities or other facilities that may benefit the community. Steve explained that that particular site is within the search area for a future athletic commun- ity playfield. Steve went on the explain that existing priorities and needs are in the areas of soccer. The committee thought if some initial rough grading could be completed on the twenty acre site to provide additional soccer fields, it may ease the existing pressure for additional soccer fields. Mr. McGuire also suggested the possible use of their Crystal Lake site for active recreational purposes. He stated this site will be kept as school property. Mr. McGuire said he would have the preliminary site plan with the building located on a topography map for our next meeting so the Committee may review and make suggestions as to potential recreational development. Under the Park Director's report, Steve explained that The Meadow's Second Addition Plat has now requested final platting. Steve explained to the Committee the location of the existing dedicated park was not a priority and again was not recommended by the Park Director at the time of dedication. One of the main reasons for accepting the park property was for access to the railroad which in the future would have been a trail. The trail idea failed and will never be used as planned. Steve explained to the Committee that Pat McGarvey will discuss a potential deal with the existing developers to exchange the • proposed park area for a newly calculated per-lot fee dedication. . Park and Recreation Committee minutes October 1, 1980 Page -2- The monies would then be put into an escrow account for the purchase of a ten acre park at the Four Corner's location which would then serve The Meadows Plat, Clay's Acres, .the Weichelbaum property and the Sullivan Acres. Pat McGarvey will be discussing this with the Planning Commission and-with the developers. The Committee will be kept informed as to the progress of these negotiations. Steve went on to explain that bids had been opened for the Valley Park Trail along Cedar Avenue. Bids came in $1,000.00 under the estimated cost by the engineers. The low bid was by MacNamara for $18,733.40. This item may be brought, up before Council at the October 6th meeting. At thAt time it is hoped it will be awarded and the project will commence. Under old business and new business, there was no business. 80-53 Upon proper motion by Trued and seconded by Lovelace, the Committee adjourned. Motion passed.
