PARK AND RECREATION COMMITTEE MEETING
SEPTEMBER 17, 1980
Roll Call: Storlie, Cramer, Novak, Kennedy and Trued were present.
Park and Recreation Director, Steve Michaud, was also
present.
The next order of business was the approval of the September
3, 1980 Committee minutes.
80-49 Motion was made by Storlie and seconded by Trued to approve
the minutes as read.
Motion passed.
The next order of business was the Park Director's Report:
Steve explained to the Committee that council had approved
the removal of both. pools in Valley Park. To replace the pools
the Park Department will commence with the development of Valley
• Lake Park. Steve explained the budget includes $6,000.00 for
the preliminary grading and hauling of black dirt yet. this year.
Steve also explained that a budget was set up for the operation of
the beach in the spring and summer of 2981. Steve went on to saq
the development project at Orchard Lake Park was going very well,
.the maintenance on. soccer programs was also going very well and
basically there were no complaints and that everything was running
well.
Item number four was a review of the recommendation of Oak
Shores Tenth Addition.
80-50 After reviewing the pro3ect with the Committee, it was moved
bq Trued, seconded by Novak, to recommend to Council that the devel-
oper be required to pay cash, in lieu of any land, in the amount
calculated by the current Park Dedication Ordinance, the money to
be paid at the time of final platting.
Motion passed.
Under old business, Steve informed the Committee that Ritter
Farm Park trail system had been given National Trail Designation.
This designation had been applied for several months before and had
finally been approved by the Department of the Interior. .Lakeville
is one of the first few cities in the entire state of Minnesota to
receive this designation.

Steve went on to explain that the D.N.R. Grant-in-Aids Program
had been cut back 50X to 60y of its original funding. At this
time it is not known exactly what the impact would be on Ritter
Farm and Minnreg Ski Touring trail systems and the Lakeville Snow-
mobile Trail systems. Steve will be attending a meeting next week
and inform the Committee and club members as to the status of the
grant funds.
Steve then updated the Committee on the Valley Park Bike Trail.
The City Council approved specifications for bid at their last
meeting. Bids were expected to be received by October 1st, and
construction be commenced soon after. Steve also informed the
Committee that the county had paved eight-foot shoulders on both
sides of Cedar Avenue from Whitney Avenue down to 160th St. With
the completion of the Valley Park Trail, Lakeville residents will
have access to Apple Valley and then on to the Zoo.
Under new business, Pastor Cliff Trued informed the Committee
that as of the first of the year, he would be turning in his resig-
nation from the Committee. Pastor Trued. explained that with the
ground-breaking of their new church, the building program, combined
• with Lent and other committments, he felt he could not fulfill his
committments and be the active member he wished to be.
80-51 There was no other business and after appropriate motion by
Trued, seconded by Kennedy, the Committee adjourned.
