HomeMy WebLinkAbout08-20 • CITY OF LAREVILLE PARR AND RECREATION COMMITTEE MEETING AUGUST 20, 1980 ...Roll Call: Lovelace, Storlie, Novak and Kennedy were present. Park Director, Steve Michaud was also present. The first order of business, approval of the August. 6,.1980.. Committee minutes. 80-44 It was moved by Novak, seconded by Storlie to approve the minutes as read. Motion passed. The neat order of business was the Park Director's Report. Steve gave the Committee an update. on the Valley Park trails. The Valley Park trail specifications are now at the State of Minnesota being reviewed for final approval. Once final approval has been given, the City will then submit for written bids for the project to be completed yet this construction season. Steve also mentioned that he had called Bob Sandeen, the County Engineer, concerning • the status of the maintenance project from 160th St. to Whitney Avenue. Mr. Sandeen stated that the paving of the eight foot shoulder was still scheduled and should be done this year. Steve then presented briefly the highlights of the 1981 budget. Committee members would like to have a copy of the budget once it comes off the computer. Steve stated that once everything had been completed and all reports were in, copies of this budget. would be provided to the Committee members. Steve highlighted some of the Park development projects he was planning for 1981, of which inclu- ded the grading of the south side of the Dakota Heights Park, Aron- son Park soccer and T-ball fields, Valley Lake Park grading, Dodd Park grading and seeding, Lakeridge Addition grading and instal- lation of playground equipment. The next order of business was the presentation of our new City Hall bq the City Administrator, Pat McGarvey. Mr. McGarvey could not.. make the meeting because site plans. of Aronson Park were still at the architects being developed. Mr. McGarvey will be at the neat meeting to discuss the City Hall project and the site plans at Aronson Park. Item five was a review and evaluation of three site plans. Steve .showed the Committee several conceptual drawings of Dodd Park, Lakeridge Park end Foxborough. Concept A for Dodd Park was favored. by Steve and the Committee with a few revisions. Steve will recommend the revisions on .the Master Plan before it goes to the architect for a final drawing. Once the final drawings are returned, the Committee will then make a recommendation to City Council for. approval of the Master Plan. Steve then presented two conceptual Park and Recreation Minutes • August 20, 1980 Page -2- drawings of the Lakeridge area. Steve explained that he had met several times with citizens committees from the Lakeridge neigh- borhoods and that theq had chosen Concept B. Steve will now send the plans back to the architects for the final renderings for the Master Plan for Lakeridge Park. Steve also explained that there is $1,000.00 remaining in this particular budget and he will provide or try to secure as much grading for the $1000.00 as possible. This pro3ect is scheduled to continue this construction season. Steve then presented the plans for the Foxborough Park. Steve explained the pros and cons for Concepts A, B, C, and D, with B being the most favorable site plan lagout. The Committee was in concurrance with Steve's explanation and changes. Steve told the Commaittee that with the revisions that were discussed this evening he would send the drawing back for the final rendering. Once this is complete, the Committee will review the final Master Plan for recommendation on to City Council. Because Lakeridge Park site plans have already been reviewed bq Committee and also reviewed bq a citizen committee, a motion for approval was in order; • 80-45 It was moved bq Rennedq to recommend to Citq Council the approval of the Lakeridge Master Plan as presented. The motion was seconded by Lovelace. Motion passed. Steve will send the site plans back to the architect and hope- fully have them back in time for the next City Council meeting for approval.. Under item six there was no old business. Under item seven Mr. Storlie requested a report on the parties at Orchard Lake Park and consequent bust by the Lakeville Polica. Steve explained that groups of teen-agars and older folks had been organizing parties out .there for three or four consecutive daps, starting Tuesday or Wednesday. Police received rumors that on Friday night a large party was to be held. When the party did start to formulate, the Lakeville Police called for assistance from other surrounding communities to aid in their attempt to break the party up. Somewhere around 10:00 that night, several police cruisers went in to cordon the area off and began writing tickets and dispersed the party. Steve also explained that the last storm had passed through • and several trees were blown down at Orchard Lake Park and minor Park and Recreation Minutes August 20, 1980 Page -3- damage sustained t© other park areas once again far the third time this year. 80-46 Motion to ad3ourn was made by Storlie, seconded by Novak.
