PARK AND RECREATION COMMITTEE MEETING MINUTES
APRIL 16 1980
Roll Call: Storlie, Lovelace, Kennedy, Novak, Holston, and Trued
were present. Also present were: Betty Sindt, Kari
Boss, Sandy Osterberg and Steve Michaud.
80-25 After review of the April 2, 1980 minutes, it was moved by
Storlie, seconded by Novak to approve. the. minutes.
Motion passed.
Park Director`s Report:
Steve updated the committee on the progress of the LAWCON
applications. Steve explained. that site plans-were nearly completed
and that the architect and Steve would have the final cost estimates
of both projects-by Friday. Steve then presented the committee with
two concept drawings of Lakeridge Park site plan. Steve explained
the requirements for acre fee which is an area necessary to hold
storm water runoff from the Lakeridge Addition. Steve explained how
filling and certain grading would still provide the necessary amount
of area to consume. heavy rains in that area.
. Steve explained that he had met with the regional hydrologist
.from the Department of Natural Resources. Steve explained the extent
of the development and that he felt the classification of a Wet],and 3
was a little severe - that the proposed developments would not.nter-
fere with ttze ponding and marsh areas--.and thus requested a re-class
ification of the area. The D.N.R.-responded by saying they would rather
not re-classify the area but-would allow developments as proposed as
long as we stayed outside 'the cat-tail marsh area. Steve felt this was
possible and that once the .final site plans were completed., they would
be forwarded to the D.N.R. for approval.
After further discussion of the site plans, Mr. Kennedy stated
that he thought the area designated as a sof tball fieid or as an open
space area would better be served if developed as a tot lot. Steve
explained -that a larger open area;or a softball field would be. more.
advantageous due to a Lack of open space in that area, and that 'a tot
lot was being planned on the other side of the site plan. Because Mr.
Kennedy lives across the street from triis exact location, his views of
course will be considered along with the views of the entire neighborhood.
Steve plans ~o meet with the Block Club representing Lakeridge area
development to present the site plans in the near future fesr further
comments to verify the exact type of site development for`that area.

The next: order of business was legislative update. Steve informed.
the committee that there was legislation under consideration o change,
the Park Dedication ordinances from utilizing the fair market value of
the undeveloped land to utilizing the .fair market value from the level-
oped land when determing cash or land dedication for development., Steve
will keep the committee informed as to the progress of this bill if it
has any further progress.
Program supervisor,. Sandy psterberg and student intern, Kari Boss
were present at the meeting to present the. upcoming: summer programs.,.
Sandy ,went on to list the fallowing programs being planned and formulated
at this tame. Our traditional summer playground sites which occur, on
Mondays and Wednesdays are going to be increased to five sites over the
previous three sites. These will be Parkvew Park, Antlers Park, Dakota
Heights; Countryview Trailer court and Ardmore Trailer court. Fantastic
Fridays is being planned again. which is a series of special events,
starting off with a hot air balloon demonstration. They are having
feature films, Storytalers - a professional theatre group for children.,
summer Olympics and horseback riding.
Swimming lessons are being planned for both Ardmore Trailer court
and Bunker Hi11 Pool. Several registration dates for these activities
are being planned also. Tennis lessons are now being formulated. Tennis
• Zadder is being furmulated." We have-plans now underway .for a l0 kilometer
run in preparation for the annual Pan-O-frog jogging run. We have`a
series of Concerts-in-tha-Parks being planned in conjunction with: the
Minnesota Musicians Association union which will be assisting us with
the grant to provide bands in the parks. There are several. trips planned
to Vikings games, Valleyfair, Como-Zoo, Twins games, the Kicks: games
and the Omni Theatre. We are working in conjunction with Dakota County
to provide some day camp experiences for mentally retarded and handicapped
citizens.-
The Senior Citizens Center. is flourishing and we are experiencing
good.attendance. They are involved at the center three days a week
with several trips on a weekly basis going all over the'Twin City area.
Thee seniors are involved in several community service projects assisting
the mentally retarded, children and other projects within the community.
We are in the process of_formulating Pan-O-Prog programs including
the annual Senior Citizens dance and dinner, Tournament Days with all
the children, the Teen Dance and several other miscellaneous projects.
We are also expanding our nature days at Ritter Farm Park from once a
.week to five days a week.
We are also formulating programs for'the teens of our community
including teen dances and some trips to try and keep this population
segment occupied this summer. The recreation staff is also involved in

working with the Community Action Council in conjunction with the trailer
courts to develop additional teen programs, softbaal leagues and so forth.
We are also working with some adult programs-such as an active
Archery G1ub; being formed ,for thssummer and a jogging club which will
be'formed, As far as adult athletic leagues, the men's softball league
is full with eighteen.teams. They could have had twenty-.four teams; but
because of field availability, the .limitations. were added. The women'
softball league has gone from five teams .to a solid ten teams this year,
and the mixed .couples league has gone from three teams to eight teams:
Lakeville Athletic Association, wth'their T-ball, baseball, softball and
total comprehensive program for the summer ~as_also increased.; Aronson.
Park is naw-being scheduled 100% along with every outlying softball and
baseball field in the community including school facilities and Gity park
facilities...
In ..summary,, the recreation staff is very proud,. of their accomplish-
ments to date. The City of Lakeville will have a very wide variety of
recreational opportunities to choose from, starting from the youth of our:..
community to the Senior Citizens, including our mentally retarded and
physically handicapped citizens.
. The next order_ofbusinesswas a discussion of the .capital :improve-
menu program.' Steve presented an updated copy of the capital improvements
program through 19$4. Steve explained to the committee that the proposed
improvements over the next five years are basic needs and would be accom-
plished only ,through the.park dedication fund or whatever general fund
money may become available through other sources in the future. Steve
emphasized the wo major projects-.for 1981 being West Park and Orchard
Lake Park, the two applications to the LAWCON grant process. Steve ex-
plained that the figures for both-of these,parks would be available the
following Friday, as explained earlier in the minutes. Steve requested
that the committee accept .this capital improvements grogram and recommend
to .:Council for.-its approval and adoption. The reason for doing this is
a formality and a requirement under a LAWCON regulation in order to_make
eligible .for our grants.
80-.26 Upon proper motion by Storle, seconded by Kennedy, it was recommen-
ded to City Council the .adoption of the five year .capital improvements..
program as presented by the Park.Director. The figures shown for
Orchard Lake..Beach..and the West Park project, both being the.LAWCON appli-
cation projects, would be changed when the final figures were received on
Friday.
Motion passed..
The next order of business was new .business..
• Under new business, ...Park Director Steve Michaud presented .a recommen-
dation to add an amendment to the existing park dedication ordinance.
The amendment deals .with assessing a single family home development

project with. the same. park .dedication fees as imposed upon single
family home dwellings in large developments. Steve explained. that we
have had several individual home lots or five to ten acre parcels
outside of regular developed and platted lands apply for building permits
to build a home and.. in turn not pay any park. dedication fee. Steve
explained that most large developments that have to pa.y park dedication
fees pass these fees on to the actual buyers of those lots, thus the
people are ;paying for their share of >the park .development.: and facilities
in the .City of Lakeville.. In terms of thoseindviduals,. five, ten .:and
fifteen acre developments or those lands outside of developed lands
should also pay their share to help develop the park system.
After much discussion, including Mr. Kennedy's- disagreement with.
this ordinance., based on the fact that he felt the. park dedication
ordinance was designed by the .legislature to require only developers
to pay park dedication fees, not individual., land .developers, .that this.
was unfair. Pastor Trued expressed the thought of who would be receiving
more value °from $300.00 imposed upon either the of or land owner within
a developed plat - or a private individual buying a ten-acre parcel of
land.
A motion was made by Novak, seconded by Lovelace, to recommend to
Council tl~e'approval of the Park and Recreation Director's recommendation.
• The previousdiscussion followed this :'motion.
It was .then motioned by Kennedy to refer this .back to .the Park
Director for further research. The motion died due to lack of a second.
80-27 There. was a call for the original question
Voting aye: Storlie, Lovelace, Holston and Novak..
Voting no: Trued and Kennedy.
Motion passed.
80-28 After proper motion by Kennedy and .seconded by Novak, .meeting was
adjourned..
