CITY OF LAKEVILLE
PARK AND RECREATION COMMITTEE MEETING MINUTES.
FEBRUARY 6, .1980
7:30 P.M,
Roll Call: Present were Cramer, Trued, Holston, Storlie and Novak.
Jeff Kennedy and Howie Lovelace were absent. Howard
called and had a previous engagement and wouldn't be
able to make the neeting. Council representatives Betty
Sindt and Bob Nelson were present as was Joe Flasher,
interested citizen. Park Director, Steve Michaud, was
also present.
First order of business was approval of January 16, 1980 minutes..
80-10 It was moved by Trued., seconded by Storlie to approve the minutes
as .presented.
Motion passed.
The next order of business was recommendation and discussion of the
Fox Run Development. Mr. Paul Johnson was present. Steve presented
his recommendation based on the proposed park dedication ordinance.-
Steve explained how the new ordinance would work and how Fox Run
development worked .into this new ordinance. Mr. Paul Johnson stated
that the general concept of the new ordinance was acceptable but
thought there might be a question as to the per-acre value proposed
by Fark Director Steve Michaud.
80-11 After further discussion, it was moved by Novak, seconded by Storlie
to recommend to Council the Park. Director's report and recommendation
as stated in-the memo dated February 6, 1980.
Motion passed.
In further discussion, Paul Johnson mentioned that. the report as
submitted referred to the first and second additionsc In re~.lity,
Mr. Johnson said that they would probably be finaling out the-First
Addition. Steve said that the ordinance would apply to whatever portion..
of the development that was final platted.
The next order of business was the approval of the new fee schedule
of the Park Dedication Ordinance. Steve explained the .new concept.
The ordinance would be completely cash-oriented with a built in system
for requiring land dedication. In the other cities of equal size and
population and development stages had increased their fees to $300.00
to $500.00 per dwelling unit. Pastor Trued questioned the means by
which staff and the developer would came up with a per acre value. He
stated our old ordinance had to deal with fair market value and was'
somewhat of a problem. He thought getting back to the fair market
value in determining per acre values would be a headache.. Steve
explained the system by which staff would use as-follows:. If .staff

• and the developer cannot come to an equitable amount, then an appraiser
..would be hired to determine the per acre value. The developer would be
required to pay for the appraisal.
80-12 After further discussion, it was moved by Storlie, seconded by Trued,
to recommend to Council the new fee structure and concept as presented
by the Park Director in his report dated February 6, 1980.
Motion passed.
The next order of business was to review the Park Development Fund
budget. Steve explained the history of the Park Development Fund and
the 1980 proposed budget. New member, Van Holston, asked how the park
development budget worked, where monies went with respects to dedication
.from. developers. Steve explained how most of the money is earmarked
for .the specific developments and so forth.
The next order of business was to review bads for mastex-plan work on
Valley .Lake Park and Orchard Lake Beach. Steve presented the three
quotes he had received and asked the Committee recommend to Council
approval of the low bid by Erkkila and Associates at $1,480.00. The
other two quotes were $2,400.DO and $2,500 apiece. This proposal will
provide site plans and master plans for .both Valley Lake Park and Orchard
Lake Beach. Both of these projects are budgeted in the 198Q development
fund for work. The money will be taken from the Park Development Fund.

of the bid. to Erkkila and Associates to do the site plans and master
plans for. Orchard .Lake Beach and Valley Lake Parka
Motion passed.
PARK DIRECTOR'S REPORT
* Steve gave an update on the Cedar Avenue bike trail in Valley Park a
Steve explained that staff met with County officials. The County will
do a maintenance project on Cedar Avenue from Whittney Avenue to 160th.
St. and pave the shoulders of both sides of Cedar Avenue. The City
of Lakeville will be responsible for the trail from 167th St. to 160th
St. in the County right-of-way. Steve informed Committee that he had
received trail grant applications from the Department of Transportation
and that he was requesting that the subcommittee on trails become
active again and begin searching for a route from downtown Lakeville
to Antler's Park. Steve is interested in submitting a trail grant
application for a trail from downtown Lakeville to Antler's Park plus
the Valley Park trail.
* Ritter Farm Park ski trails collected $137.00 the first weekend and
the second weekend over $300.00 was collected. They have also had the
Region IV cross eountry championships and the Minneapolis Public Schools
championship race in the last two weeks which has also brought in adds-
tional revenue.
* The next item of business was an update on the trailer court and ice

• program~at Country View. Trailer Court... Steve explained that he had had
a meeting. with Betty Sindt and the manager of the trailer court and the
following.. was accomplished:' As for the 1980 season, the trailer court
would provide their own ice. For 1981, the trailer court would possibly
purchase their own broom and. have their own plow truck to clear the snow
and prepare the surface for flooding. The City would only have to flrive
from Valley Park which would take very little time and not put too much
burden on the existing maintenance schedule. This plan would also be
much less expensive to the trailer court. Steva said they also discussed
setting up recreation programs in the trailer court there is a.great
need and interest for this in that area. Management is going to prepare
a letter and submit it to City Council within the next two weeks. request-
ing the above recommendations and future participation of the Park and`
Recreation Department at the trailer court.
* Steve explained a new program being offered by CETA called the `Youth
Community Conservation Improvement Project. .Steve will be applying
for this particular grant to help offset the costs of maintenance and
labor needs for the summer.
* Steve presented his memo on the Antler's Park. concession stand to the
Committee. Steve is recommending that .Council reinstate the budget
as attached to the memo and also increase the revenue projections and
not eliminate the concession 'operation for the summer.. Steve explained..
that after several attempts to get private concessionaires into the
• concession stand, he has had no luck. The Park department hay worked
for two years to build a concession-stand to the existing operation
and he feels thatthis could be a very good revenue producer for the
City.
80-14 It was moved by Holston, seconded by Trued to recommend to Council to
reinstate the concession operation at Antler's .Park as described and
outlined in Steve's memo dated January 24, 1980.
Motion passed.
* Steve informed Committee that he would be going to the Western .Revenues
Sources Management School in Boulder Colorado on the seventeenth of
this month to continue second year curriculum and be graduating, hope-
fully.
* Steve also informed the Committee of a recently organized group in
the community who are pursuing the possibilities of a multi-purpose
community complex. They feel there is a need far an ice arena and
other facilities within the City of Lakeville and they are in the pro-
cess of organizing to securesuch a facility.
* Steve requested volunteers to enact subcommittee for the development
of gifts catalog and a development foundation for the City of Lakeville.
Sandi Novak. and Steve Storlie volunteered. This project will begin in
the near future..

the committee adjourned.
