HomeMy WebLinkAbout05-04-09CITY OF LAKEVILLE COUNCIL MEETING MINUTES MAY 4, 2009 Mayor Dahl called the meeting to order at 7:00 p.m. The pledge of allegiance to the flag was given. Present: Mayor Holly Dahl Council Member Mark Bellows Council Member Kerrin Swecker Absent: Council Member Laurie Rieb Also Present: Roger Knutson, City Attorney Steve Mielke, City Administrator Tom Vonhof, Police Chief Keith Nelson, City Engineer David Olson, CED Director Dennis Feller, Finance Director Steve Michaud, Parks & Recreation Director Chris Petree, Operations 8~ Maintenance Director Daryl Morey, Planning Director Charlene Friedges, City Clerk. Additional agenda information Mr. Mielke stated the Police Department is recommending approval of a joint powers agreement with Dakota County to administer the Byrne Recovery Grant. This item was added to the consent agenda. Presentations/Introductions Mr. Mielke recognized the achievements and dedicated service of Council Member Wendy Wulff, who has accepted an appointment to the vacant District 16 seat on the Metropolitan Council. Mr. Mielke read a letter to Council Member Wulff from Council Member Laurie Rieb, who was unable to attend the meeting. Several other individuals recognized and congratulated Council Member Wulff. They included Fire Chief Scott Nelson, Former Mayor Bob Johnson, Nancy Smith on behalf of the Downtown Lakeville Business Association, Bob Erickson, Council Members Swecker and Bellows, and Mayor Dahl. On behalf of the City of Lakeville, Mr. Mielke presented gifts and a plaque to Council Member Wulff. Jack Gibbons and Amy Rutser, representing the Lakeville Rotary, provided information on the upcoming Taste of Lakeville event. The seventh CITY OF LAKEVILLE COUNCIL. MEETING MINUTES MAY 4, 2009 Page 2 annual Taste of Lakeville event will beheld on Thursday, May 14t", at the Lakeville Area Arts Center. Chief Scott Nelson and District Chief John Podominick presented the 2009 First Quarter Report of the Lakeville Fire Department. Jeanne Marie Hutter, Director of Marketing, Tourism and Communications for the Lakeville Area Chamber of Commerce, along with Todd Bornhauser and Sunny Bhatka, asked the City Council to proclaim the week of May 9-17 as National Tourism Week in the City of Lakeville. Council Member Swecker read the proclamation. Chris Petree presented the April monthly report of the Operations Maintenance Department. Chief Vonhof presented the Police Department 2008 Annual Report. Citizens' comments None Consent agenda 09.30 Motion was made. by Bellows, seconded by Swecker to approve the consent agenda items as follows: a. Claims for payment. b. Minutes of the April 20, 2009 City Council meeting. c. Receive minutes of the following advisory committee meetings: - Parks, Recreation 8~ Natural Resources Committee, April 1, 2009 - Lakeville Area Arts Center Board, April 9, 2009 d. Resolution No. 09-31 disbanding the Lakeville Snowmobile Task Force and transferring its responsibilities to a Snowmobile Subcommittee of the Parks, Recreation & Natural Resources Committee. e. Resolution No. 09-32 authorizing submittal of grant applications to the Minnesota DNR for snowmobile trail and cross country ski trail grants. Appointment of Genevieve Adler to the Planning Commission for a term that expires on December 31, 2011; and appointment of Bob Boerschel to the Parks, Recreation 8~ Natural Resources Committee for a term that expires on December 31, 2009.. i. Tree work license for Landsom Brothers. j. Joint Powers Agreement between the County of Dakota and the Cities of Apple Valley, Burnsville, Eagan, Hastings, Inver Grove Heights, Lakeville, Rosemount, South St. Paul and West St. Paul for a Byrne Recovery Grant. Roll call was taken on the. motion. Ayes, unanimous New Business None Announcements - Application deadline for City Council vacancy - May 18th - Annual bike auction -Thursday, May .7th - Citywide garage sale -Saturday, May 16th Influenza outbreak -the City has plans and policies in place to ensure the continuance of City services in the -event of a flu pandemic.
