NOVEMBER 30,1998
The meeting was called to order by Mayor Zaun at 5:00 p.m. in the City Hall Administrative
Conference Room.
Individuals in attendance were Mayor Zaun, Council Members Holberg, Ryan; Sindt, .and
Mulvihill; Robert Erickson, City Administrator; Keith Nelson, City Engineer; John `Hennen,
Administrative Assistant; Lezlie Vermillion and Holly Anderson, Dakota County Highway
Department and Karl Drotning, County Road 42 Task Force Member.
ITEM NO. 1-Discuss County Road 42 Corridor Study
Ms. Vermillion indicated that County Road 42 is a 30-mile principal arterial roadway extending
between Highway 55 in Rosemount to Scott County Road 17 in Shakopee. The agencies
involved in the study included the cities of Shakopee, Prior Lake, Savage, Burnsville, Lakeville,
Apple Valley and Rosemount along with the counties of Scott and Dakota and the Minnesota
Valley Transit Authority, Met Council and MnDOT. Ms. Vermillion distributed and reviewed
the attached handout on the County Road 42 Corridor Study. Items she highlighted included
study outline and process, mobility versus access, input opportunities, traffic forecasting,
prioritization of deficiencies, objectives and future search area.
• Mr. Erickson recommended retaining awell-known retail economist to review the County Road
42 Study to determine the effect on the businesses located along the corridor if steps are taken to
reconstruct the corridor (i.e., accesses, intersection, etc.) or in a "do nothing" scenario. Mr.
Ryan's concern regarding the economist review is that the review may not take into account the
economic effect on the smaller businesses at the time the roadway is actually under construction.
Council Members and staff discussed the need for a future principal arterial through Lakeville,
which would include 185th Street or County Road 70. Mayor Zaun recommends that Lakeville's
Comprehensive Plan indicate a possible principal arterial roadway between 185th Street and
County Road 70. Mr. Drotning indicated that if steps cannot be taken to alleviate the congestion
on County Road 42, some type of ring road system may have to be constructed.
Ms. Vermillion indicated the goal when developing the recommendations. of the study was to
continue to have County Road 42 as an east-west connection through the county while taking
into consideration all the retail districts along the roadway. Dakota County has tentatively
adopted the 1999-2003 Capital Improvement Plan (CIP) which includes funding in the amount of
$300,000 for the Central County Sub Area Study from the west county line to Trunk Highway
316. Ms. Vermillion indicated the City may want to consider requesting that the County move
the study up to 1999 to insure compatability with existing and projected land use.
The Council agreed to proceed with adopting the Findings of Fact for the County._Road 42
Study as part of Lakeville's Comprehensive Plan acknowledging a possible future principal
arterial roadway in Lakeville. The Council also recommended that Council Member Holberg,
City Administrator Robert Erickson, City Engineer Keith Nelson and County Road 42 Task

Force Member Karl Drotning prepare a resolution for the City Council to consider adopting
the County Road 42 Corridor Study and request Dakota County to begin studying the corridor
between 185th Street and County Road 70 in 1999 rather than 2000 as currently programmed.
The Council proceeded to review the 1999-2000 Budget. (See separate set of minutes.)
