COUNCIL WORK SESSION MEETING MINUTES
MARCH 19, 2001
The meeting was called to order at 8:15 PM in the City Hall Council Chambers.
Present: Mayor Bob Johnson, Council Members Mulvihill, Luick, Bellows and Rieb; City
Administrator Robert Erickson, Assistant to City Administrator John Hennen and
Finance Director Dennis Feller.
INTERVIEWS OF ENVIRONMENTAL AFFAIRS COMMITTEE APPLICANTS
At 8:15 PM, Mayor .Johnson, Council Members Mulvihill, Luick, Bellows and Rieb
interviewed Carl Skeps and Lowell Miller Stolte to fill the vacancies on the
Environmental Affairs Committee. The interviews were completed by 8:45 PM.
Council Member Mulvihill recommended that the Mayor and Council continue
discussions at their March 31, 2001 retreat regarding the .vacancies on the
Environmental Affairs Committee.
DISCUSSION REGARDING PRE-PAYMENT OF PARK DEDICATION FEES BY AIRLAKE
DEVELOPMENT
Mayor and Council members discussed the EDC and Parks and Recreation Advisory
subcommittee recommendation regarding the request by Airlake Development Inc. to
prepay park dedication fees. Mr. Feller presented a fiscal impact analysis which
compares Airlake Development's proposal to implementation of the fee as per
ordinance 10-4-8(J) adopted by the. City Council in December 2000. The analysis
indicated that the Airlake Development Inc. proposal provides the most favorable cash
balances until January 2004; however, implementation of the Ordinance is more
favorable over a ten year period by more than $556,000.
A discussion of the pertinent issues followed. Mayor Johnson indicated that if the City
accepted Airlake Development's prepayment, a precedent would be set and emphasized
that $556,000 is a significant amount of money to lose over a 10-year period.
Council members concurred with Mayor Johnson.
Mayor and Council members indicated they would not accept Airlake
Development prepayment of $15 9,020 for five parcels zoned industrial and

one parcel zoned commercial and would expect the developer to pay the park
dedication fee based on Section 10-4-8(]) of the Lakeville City Code. Council
members acknowledged that plats pending prior to the ordinance amendment,
e.g. Airlake Development 5`" Addition, would be allowed to follow the park
dedication fees in effect at the time of application.
Other
Mr. Erickson informed the Mayor and Council members that he would be providing
them a document on all the issues relating to the TimberCrest at Lakeville project as
part of their packet for the April 2, 2001 City Council meeting to assist them in their
deliberations.
The meeting concluded at 9:10 PM.
