HomeMy WebLinkAbout07-30-02 WS CITY OF LAKEVILLE COUNCIL WORK SESSION MEETING MINUTES JULY 30, 2002 Present: Mayor Bob Johnson, Council Members Mulvihill, Luick, Bellows and Rieb; City Administrator Robert Erickson; Assistant to City Administrator John Hennen; Director of Operations and Maintenance Don Volk; City Engineer Keith Nelson; Edward J. Kodet and Ken Stone of Kodet Architectural Group, Ltd.; and Bob Full, Gausman & Moore Associates. ITEM # I. INTERVIEW KODET ARCHITECTURAL GROUP, LTD., TO PROVIDE ARCHITECTURAL SERVICES FOR THE PROPOSED CENTRAL MAINTENANCE FACILITY. Mr. Kodet introduced himself along with fellow employee Ken Stone, and Bob Full of Gausman & Moore Associates. Mr. Kodet highlighted other facilities his' firm has designed, including maintenance facilities for MnDOT and the cities of Bloomington, Eden Prairie and Burnsville. Kodet Architectural Group has reviewed the Central Maintenance Facility Study prepared by Black and Veatch, which will be very helpful when preparing architectural plans for the • Lakeville facility. Mr. Full indicated his firm worked with Kodet on the City of Bloomington maintenance facility and the Army Corp of Engineers' facility. Gausman & Moore Associates are also the mechanical and electrical engineers for Fire Station #4. Mr. Erickson is proposing to wait until this fall/early winter before beginning the design of the facility, which would coincide with the Public Works and Engineering Departments' off-season. The time schedule presented allows DR Horton to provide infrastructure to the area as part of their Crossroads project. Mr. Stone provided an example of how his firm would complete a cost estimate for the project, which includes breaking down the estimate into unit items. Mr. Kodet indicated that he is impressed with the City of Lakeville and Black & Veatch's planning process to date. Mayor Johnson inquired how Kodet would go about meeting Street and Park Department needs without designing a building that is so lavish that it could result in critical comments from Lakeville residents. Mr. Kodet responded that to some extent it is at the direction of the Council as to how aesthetically pleasing they wish to have the facility. Mr. Kodet mentioned that Eden Prairie's facility has about 80% pre-cast material, but is still very aesthetically pleasing and durable. Mr. Erickson indicated that he foresees Lakeville's facility having less brick (if any) and more pre-cast material that would not only be functional, but aesthetically pleasing as well. • City Council Work Session July 30, 2002 Page -2- • Mr. Erickson also stated that he liked Mr. Kodet's idea of .giving consideration to adrive-through bay area system to improve circulation in the facility. Council Member Mulvihill asked if Site #5 (Miller site) lends itself to good circulation. Mr. Kodet responded that since it is three to four times larger than the existing Public Works site, it should work quite well. Mr. Erickson indicated that City Engineer Keith Nelson is proposing to construct a water tower on the site. Council Member Bellows questioned how long it would be before the facility as proposed would have to be expanded. Mr. Erickson indicated that the garage/ bay areas for the equipment should last approximately ten years, at which time a truck storage addition consisting of about 30,000 to 40,000 square feet would most likely be needed. The office space area should last indefinitely. Not all of the mechanic bays can be completed as part of the original project because of the high cost of such construction. Mr. Bellows indicated that the facility should be constructed in size to be adequate for at least ten years; otherwise we are being short sighted. Council Member Luick suggested that site selection for future City facilities take multiple uses into consideration, such as a community center, skate park, etc. • Council directed staff to present to the City Council at the second meeting in August the Black and Veatch Central Maintenance Facility Study and to engage the services of Kodet Architectural Group, Ltd. to begin the design process in the fall of 2002. ITEM #2. OTHER BUSINESS, - Under Other Business, Mr. Erickson informed Council Members that National Night Out is August 6th and there are at least ten neighborhood groups who are requesting Council Members' attendance at their National Night Out functions. - Staff informed the Council that Thomas. Michaud resigned from the Planning Commission and asked Council Members if they would like to consider appointing Paul Reuvers to the vacancy, since he was considered one of the top candidates the last time there was a vacancy on the Commission. Council directed staff to place Mr. Reuvers' appointment to the Planning Commission on the next Council agenda. - Staff is requesting City Council consider a joint work session with the • Economic Development Commission (EDC) during the week of August 12, 2002 to review an Interchange Finance Study. Mr. Erickson believes the City needs to challenge the proposal to protect the integrity of Lakeville's Comprehensive Plan while protecting the interests of Lakeville businesses and property owners.
