Update - Sathe Executive Search
Mayor and City Council received an update from Sathe representative regarding the Lakeville
City Administrator selection process.

Update -Expansion Area A Service Ability /Sanitary Sewer Comprehensive Plan
City Engineer Keith Nelson and consulting engineer Jim Norton of SEH presented to the City
Council the Comprehensive Sewer Plan Update and the MUSA Expansion Area "A"
Serviceability Study. The Serviceability Study identifies those areas within MUSA. Expansion
Area "A" that could be readily served (green areas) by existing sanitary sewer, those areas that
could be served (yellow areas) with the extension of lateral sanitary sewer, and those areas that
could only be served (red areas) by the extension of trunk sanitary sewer. Mr. Norton then
described the installation costs associated with those areas in MUSA Expansion Area "A". Mr.
Nelson stated the developer and not the City would pay for the majority of those costs.
City Administrator Robert Erickson stated that Finance Director Dennis Feller and Fiscal
Consultant Springsted Inc. would perform an analysis of the installation costs in accordance with
the new sanitary sewer trunk connection charges to validate those recent changes. In addition,
Mr. Erickson suggested that a colored map should be created depicting the chronology in which
parcels of land will be accepted into the MUSA. The Mayor and City Council agreed with Mr.
Erickson's suggestions stating that it would assist developers in their planning process.
The City Council agreed that MUSA Expansion Area A should be brought into the current MUSA
at the end of the end of the 2005 construction season. The City Council directed Planning
Department staff to discuss with the City Attorney the proper mechanism required for formal City
Council action to bring MUSA Expansion Area "A" into the current MUSA on December 1, 2005.
In addition, the City Council directed Engineering Department staff to prepare a map identifying
the three serviceability areas within MUSA Expansion Area "A" as described in the SEH study
for distribution to developers.

Other Business
• The City Council briefly discussed the applicants for the Planning Commission and Parks,
Recreation and Natural Resources Committee vacancies and decided to offer Joe Blee the
Alternate Planning Commission position. They also decided to readvertise the Parks vacancy
and bring Keith Witte back to interview with the new candidates. At the April 5th Council Meeting,
Council will appoint Joe Blee to the Planning Commission and announce that they need time to
consider the Park applicants.
