The meeting was called to order at 5:3o p.m.
Item i. Emergency Operations Plan Update
Sergeant John Kornmann briefed the City Council on the revisions to the Emergency Operations
Plan. The sections revised and discussed were search and rescue, damage assessment,
congregate care, debris management, and blizzard management. No direction was needed by
the City Council.
Item 2. Police Department StrategicPlan
Captain John Arvidson informed the City Council that in 200 the Lakeville Police Department
(LPD} embarked on a strategic planning process to develop a five year strategic plan. The LPD
hired Midwest Government Advisors to assist in the development of the strategic plan that
included every member of the department and .key stakeholders from throughout the
community. Captain Arvidson briefly outlined the strategic plan which includes team survey
and results, areas of focus, staffing needs, and one year, three year, and five year goals. No
direction was needed by the City Council.
Item 3. Selection of Advisory Committee Interviewees
Mr. Mielke discussed the vacancies. and applicants for each of the boards and commissions with
the City Council. Mr. Mielke will set up interviews in the near future with all applicants as
discussed.
Item 4. Dakota County Comp Plan Comments Review
Mr. Morey informed the City Council that staff has reviewed the Dakota County Comprehensive
Plan and outlined the significant areas as presented. in a draft letter which focused on
transportation, land use, and parks and recreation. City Council agreed with staffs review and
directed staff to send the letter to Dakota County.
Council Member Wulff left the meeting to attend a previously scheduled appointment.
Item 5. Lakeville 2008 Comprehensive Plan Update
Mr. Morey stated that the draft 2008 Comprehensive Plan was completed in March of 2008 and
incorporated the comments and land use requests that the Planning Commission and City
Council determined were appropriate and reflected the goals and needs of the community. The
final draft was posted on the City's web site for review by the public and was distributed to the
adjacent cities .and townships. as well as the appropriate counties and school districts for the
required six month public review period. The six month public review period ended on
September 3oth with several comment letters being submitted.
Staff discussed with City Council a memo from NAC that outlines and summarizes the
comments that have been submitted to the City from adjacent jurisdictions, property owners
and interested parties, and the Planning Commission work session recommendations. The
Planning Commission will hold a public hearing on November 6~ then make a final.
recommendation to City Council. City Council will take final action at a December 2008
meeting.

City Council and staff briefly discussed updates of the following committees:

The meeting adjourned at 7:30 p.m.
