In attendance: Mayor Robert Johnson, and Council Members David Luick, Laurie Rieb, and Wendy Wulff. Also in attendance: City Administrator Steve Mielke, Finance Director Dennis Feller, City Engineer Keith Nelson, Parks and Recreation Director Steve Michaud, Police Chief Steve Strachan, Fire Chief Scott Nelson, Director of Operations and Maintenance Don Volk, Planning Director Daryl Morey and Facilitator Todd Rapp of Himle Horner. 1. Update on Eureka Township Annexation Discussion Mr. Mielke briefed the City Council on discussions that Lakeville has had with Eureka Township regarding the orderly annexation of the 96.E-acre parcel owned by Hat Trick Investment LLC. Mr. Mielke stated that the discussions have been going well and outlined the four options as listed in the work session packet. City Council stated they felt that option 3 was most favorable, especially for keeping a good relationship between the City the Eureka Township despite the fact • that Lakeville would be giving them 5o percent of the building permit revenues for asix-year period. City Council stated they would like to see a sunset date in place to prevent the clause from being in effect for an unforeseen period of time. City Council directed staff to precede with option 3 orderly annexation discussions with Eureka Township regarding the said parcel. 2. Strategic Planning Follow-up Mr. Rapp inquired if there were any questions regarding the information that was derived from the last session. Hearing no comments, he then stated that once he steps out of the picture after tonight, some final adjustments might have to be made to the strategic plan in order to fine-tune it. City Council and staff should then use the strategic plan as a guide during .the budgeting process over the next couple of years, which will help achieve the goals outlined in the strategic plan. In addition, its important to frequently visit the strategic plan to monitor how effective the City is at achieving its goals. Finally, the strategic plan is a living document that will change slightly from year to year due to new challenges that arise. However, the fundamentals and principles should remain the same until a new strategic plan is created. Mr. Rapp then encouraged discussions amongst the group regarding the vision and mission statement, Lakeville's significant challenges, primary and secondary goals, and barriers and outcomes as outlined in the work session packet. After the discussion took place amongst City Council and staff, Mr. Rapp stated he would revise the notes and hand a final draft of the outlined information to Mr. Mielke by June 1~, 2005. • 3. Fire Station No.S Study Chief Nelson informed the City Council there is a parcel earmarked for a future fire station in the Fairfield Business Campus as shown on the first exhibit. There is another City-owned parcel in the Fairfield Business Campus where the Fairfield water tower is currently located. That parcel was earmarked for a future water treatment facility, but appears will not be built at that location. Therefore, staff recommends City Council consider building the future fire station on the Fairfield water tower parcel, leaving the other parcel available for other development or sale. Funding for Fire Station #5 is in the CIP for 2008, which would allow more than enough time for a station needs assessment to be completed. A station needs assessment, as outlined in the work session packet, would justify and determine the needs and timing for the construction of Fire Station #5. City Council agreed with the proposed location as presented by Chief Nelson and direct staff to complete a station needs assessment in 6-8 months and bring it back for review at a future work session. 4. National Incident Management System (NIMS) (S. Nelson) Mr. Mielke gave a brief introduction of NIMS to the City Council and stated that future federal grant dollars will be tied to the compliance of NIMS. Therefore, if the City chooses not to comply, then Lakeville would not be eligible for various federal grants as they have in the past. Chief Nelson outlined the criteria for being NIMS compliant and stated that he is able to provide the training to all the employees that would be called • such as the police and fire departments, maintenance departments, and certain department directors along with City Council. All the training could be done at no extra charge to the City by the year 2006 as required by the Department of Homeland Security.
