COUNCIL WORK SESSION MEETING MINUTES
February 15, 2005
Present: Council Members Mark Bellows, Laurie Rieb and Wendy Wulff; .City Administrator
Steve Mielke; Finance Director Dennis Feller; and Deputy Clerk Judi Hawkins. Mayor Bob
Johnson and Council Member David Luick were unable to attend.
ITEM NO. 1. - FIRST AMENDMENT TO THE REVISED AND REINSTATED GAMING
REVENUE AGREEMENT.
The current gaming revenue agreement calls for LHA to pay a certain amount plus 90%
of the profits. The LHA would like to renegotiate the agreement with the City of Lakeville
to free up funds for a second sheet of ice at the next facility. Dennis Feller supports this
revised agreement since it makes provisions to pay off the seating project obligation prior
to setting funds aside for the second sheet of ice.
The proposed agreement also states that LHA and Hockey Boosters will not split into
separate North and South High Schools groups. At this time they are committed to
working together to raise funds mutually for the hockey program. Chris Hoins might be
willing to consider serving as a citizen member of the Arenas Board.

Council directed staff to place this item on the next Counci/ agenda for discussion
and consideration.
ITEM NO. 2. - CEDAR HIGHLANDS WATER TOWER DISCUSSION.
City Administrator Mielke told the Council that with the construction of a new water tower
at the future Central Maintenance Facility, this 90' water tower is becoming less useful
and the City would like to take it down. The City, however, has entered into contracts
with mobile phone companies to provide space for their equipment on the tower. If the
tower were to remain in place, it would not be cost effective for the City to maintain it
appropriately. Verizon has agreed to build a freestanding tower at the same site, but it is
40 feet higher than the existing tower. It is assumed that the monopole, even though it
is somewhat taller, would be less intrusive visually and less objectionable to the neighbors
than the water tower. A neighborhood meeting will be held to receive input.
Council Member Wulff asked if the property that currently houses the water tower would
be large enough to be redeveloped into a buildable lot. She also questioned if there is a
possibility of moving the remaining buildings and the proposed pole closer to the park
property, if it is conceivable to sell the existing site. City Administrator Mielke will
evaluate the possibility of resale.

Council Members received a draft of the proposed 2005 community survey questions, and
copies of questions that had been asked in past surveys, for comparison. The questions
were compiled by asking department directors what kinds of issues in programs and
services they would like to hear about from residents.
School Resource Officer (SRO) questions: An additional SRO position has not been
budgeted with the opening of the second high school. The SRO survey questions are
designed to determine if residents feel the program is valued.
Fire prevention activities: questions revolve around whether people are aware of the
programs and, if they participating, what their impressions are.
Park trail lighting: questions are designed to get people's impressions of the program.
Skate park facilities: portable surfaces exist that can be moved .between parks and set up
on hard surface such as a hockey rink. This is a prospective new program, but would
come with some issues, such as a certain amount of noise.
Web site services: Council has agreed to do some list-serv programs; online recreation
registration will also soon be available. These questions would ask how much people
i would use these types of services.
City-owned high-speed wireless: this is becoming a more frequently provided municipal
service. Questions will try to get a sense of what people think of this topic.
Liquor Stores: questions pertaining to use, convenience, products and services attempt
to determine if residents feel they are well served by municipal liquor. The recent
Messagesarticles have attempted to inform residents of municipal liquor benefits. Council
Member Rieb suggested a question regarding liquor controls instead of distance to stores.
Transit services: questions revolve around use, support and cost. Council Member Rieb
suggested the word ~~modest" be replaced with a specific dollar amount, to make it more
realistic. Council Member Wulff also felt that Lakeville's actual average home price
amount should be reflected and that the questions not be misleading regarding I-35 and
Cedar Avenue BRT services.
Council Member Wulff also called attention to questions regarding "life cycle housing".
The questions are intended to determine what type and mix of housing/development
people feel is needed in Lakeville. Some revisions will be made to the survey questions.
Council directed staff to make the revisions to the survey questions, as discussed.

ITEM NO. 4. -INTERVIEW OF PARKS, RECREATION AND NATURAL RESOURCES
COMMITTEE CANDIDATES.
Candidates Roger Walia and Kevin Miller were interviewed to fill the vacancy on the Parks,
Recreation and Natural Resources Committee. Mielke will discuss the interviews with
Mayor Johnson and Council Member Luick.
