Council Work Session

In attendance: Mayor Bob Johnson & Council Members: David Luick, Laurie Rieb, Wendy
Wulff, and Mark Bellows.
Also in attendance: City Administrator Steve Mielke, Asst. to City Administrator Brian
Anderson, City Engineer Keith Nelson, Park & Rec. Director Steve Michaud, CED Director Dave
Olson, Planning Director Daryl Morey, and Finance Director Dennis Feller.
1) Discussion Regarding KPAC site plan.
Mr. Mielke informed the City Council that a number of constraints, primarily wetland
and access related issues, at the proposed King Athletic Facility site west of Dodd Blvd.
have caused the developer and staff to consider looking at the parcel of land east of
Dodd Blvd, current location of King Park. Using the exhibits located in the work
session packet, Mr. Mielke described how the new site would allow for a more natural
layout of the proposed King Athletic Facility due to the shape of the parcel and lack of
wetlands to design around. In addition, the new site would also allow for up to three
sheets of ice, additional parking, and better access points located along Dodd Blvd.,
with a future access point along 185th Street when it gets extended east.
Mayor Johnson stated that he has great concerns about mitigating the wetlands on the
west side of Dodd Blvd. for environmental and financial reasons and agrees with
exploring the concept of this most recent proposal. Mr. Nelson stated that he also had
concerns about mitigating the wetlands because the DNR and other regulatory agencies
may not allow it and if they did, the City. would then have to replace the wetlands 2:1 at
another location, which could be very costly.
In exchange for the site east of Dodd Blvd., KPAC has agreed to relocate the eight
baseball fields to the west side of Dodd Blvd. at their expense. In addition, staff
recommends upgrading the ball fields to include field drainage, a small playground, and
a new concession building along other amenities.
Council Member Rieb inquired about the timing of the construction for the new baseball
fields and whether the Lakeville Baseball Association (LBA) would be without ball fields
this season. Mr. Mielke stated that if this concept were approved, the construction for
the new ball fields would begin this spring, allowing the LBA to play on the current ball
fields until fall. At that point, it is being proposed the LBA would have to play. on the
fields at South Lakeville High School. The new ball field would then be ready for the
LBA in the spring of 2006. Council Member Wulff stated that she favors upgrading the
new fields with drainage, a small playground, and a new concession stand. Mr. Michaud
stated that was the intention at King Park; however, it was never executed and this
provides the perfect opportunity to make those upgrades.
Mr. Mielke stated that the design for the new park is still being explored and is merely
conceptual at this point. He then stated the City has had discussions with Mr. Bart
Winkler over the possibility of a land exchange for his parcel located west of Dodd Blvd
and northeast of the King property in exchange for a northern portion of the western
parcel. This would provide enough land for all eight ball fields to be located along Dodd
Blvd. Mr. Winkler is open to the idea being the land he would obtain is developable and
would offer him at least ten more lots than previously available on his land. The
additional revenue the City would gain from the land exchange would be used towards
the park upgrades. If the City decided not to exchange land with Mr. Winker, then the
City could still relocate the eight ball fields on that parcel, but would have to use some
park dedication funds to pay for the improvements.
Mr. Mielke then informed the City Council that Mr. Francis Marek was interested in
selling his two parcels totaling 18-acres, located just southwest of Dodd Blvd and 185t''
Street. Mr. Mielke stated the City should investigate purchasing this property to
accommodate the development of the 185`h extension as well as a potential site for a
police station.
City Council agreed to continue exploring the concept of relocating .the proposed King
Athletic Facility to the east side of Dodd Blvd., in exchange for moving the baseball
fields to the west side of Dodd Blvd. City staff will also contact ISD 194
representatives to consider the use of the ball fields at South Lakeville High School and
the LBA to the relocation of the eight ball field to the west side of Dodd Blvd. In
addition, staff will continue talking to Mr. Winkler and Mr. Marek regarding future land
deals.
