City Council Work Session
Monday, July 9, 200 @ 5:0o p.m.
Marion Conference Room, Lakeville City Hall
In attendance: Mayor Holly Dahl .and Council Members Laurie Rieb, Wendy Wulff, and Mark
Bellows.
Also in attendance: City Administrator Steve Mielke, Assistant to City Administrator Brian
Anderson, Finance Director Dennis Feller, Community and Economic Development Director
David Olson.
i. Smoking. in the Parks Ordinance/Policy
The proponents for this issue were not adequately informed of the meeting. Therefore, the topic
was tabled for a future work session.
2. Draft Airlake Airport Long-Term Comprehensive Plan Comments
Mr. Olson informed the City Council that the Metropolitan Airports Commission (MAC) has
been in the process. of updating the Comprehensive Plan for Airlake Airport for a number of
months. The City. recently received a draft copy of the proposed updated plan. The preferred
alternative that MAC is recommending for Airlake Airport is a runway extension to 5,00o feet
and that this runway extension be completed in io-15 years. This proposed runway extension
would require that Cedar Avenue be re-aligned at a .cost of $2,500.000. The total cost of the
proposed runway extension is $6,yoo,ooo.
MAC is also recommending that the south hangar be completed and "partially served" with.
sanitary sewer and water services. To facilitate these utility extensions, MAC is suggesting that
agreements be pursued with the City and Eureka Township. MAC is also recommending the
installation of a stand-alone rest. room in the existing north hangar area. The estimated cost of
extending water and sewer service to the south hangar area is $i,2oo,000.
The EDC discussed the proposed Comprehensive Plan Update at their June 26 meeting. In
general the EDC indicated support of the proposed Comprehensive Plan for Airlake Airport;
however, it was the consensus that if the runway is to be pursued, MAC should commit to the
project and the additional land area should be secured in the near term.
City staff has also completed a review of the proposed plan and update and offer the following
comments regarding the realignment of 225th Street, monitoring of the airport noise to ensure

compliance with the noise level contours, inform .MAC that the City intends to extend City
services to areas within the corporate limits, and inform MAC of the proposed MUSA Staging
Plan for the areas west of the Airport along County Road ~o. In addition, Mr. Olson outlined
some of the comments submitted by Dan Licht of NAC regarding how the proposed Airlake
Airport Comprehensive Plan impacts the City's proposed Comprehensive Plan Update that is
currently being drafted.
City Council stated their concerns regarding the projected noise levels over the highlighted
houses located in the Wild Meadows Villas development on MAC's exhibit and directed staff to
mention their concerns in the City's response to MAC. After more discussion, City Council gave
their support for the expansion as they believe the airport brings economic benefit to the City
and would become busier with or without Lakeville's support for the expansion of the airport.
g. Cedar Group Update
Mr. Mielke presented to the City Council an update regarding the Cedar Avenue Bus Rapid
Transit (BRT) project. Discussion were held regarding its implantation, plan cost estimates and
schedule, the Apple Valley Transit Station and proposed Lakeville Station, roadway
improvements along with other topics as outlined in the .packet. City Council stated they
support the Cedar Avenue BRT but are very concerned with the lack of progress, ,design, and
costs of the project.
City Council discussed various transit .options that would benefit the future of Lakeville
residents and the region. They felt that at some point Lakeville will get forced into the transit
taxing district without receiving any new or additional transit benefits for Lakeville residents.
City Council feels that it's important to be a leader and explore all possible transit options
including BRT along I-35 that may have a positive impact on the current transit system and the
surrounding communities. City Council directed staff to further research the future options. of
transit in Lakeville and how transit and the road system can work in balance of each other.
