HomeMy WebLinkAbout12-05 CITY OF LAKEVILLE PARK AND RECREATION COMMITTEE MEETING MINUTES DECEMBER 5, 1979 7:30 P.M. Roll Call: Trued, Smith, Cramer, Novak, Rice and Storlie were present. Also present were Bob Nelson and Steve Michaud. The first order of business was to approve the minutes of the November 6, 1979 meeting. 79-71 A`motion was made by Rice, seconded by Smith to approve the minutes. Motion passed. The next item of business was the Park Director's report. Steve said we would discuss some items later; he would rather talk.:about the bike trail proposal at this time. The next item on the agenda was a discussion of the bicycle trail proposal, by Park Director Steve Michaud. The committee stated, that the report was a good report and that before any action or recoen- dation could be made to Council, that Steve should contact the county and talk with Mr. Bob Sandeen-to see what restrctions provisions might be provided by the county in the installation of this bike trail. It was mentioned that the county may not ,.allow the City of Lakeville to use its paver in this project but rather' put the.pads in themselves. Steve will contact the county and prepare an addendum to this report along with the cost estimate for the trail. The next order of business was discussion on the Country View'Trailer' Court flooding request. Steve received a letter from the Country View Trailer Court manager and the Teen Council representative of that area requesting that the City flood';for ice skating purposes two areas next to their administration building. Country View has agreed to prepare the site and to provide.,all maintenance with respects to clearing snow in preparation for the flooding. If such a.program was approved, the City would have to provide the following. 'Include this program site on our regular schedule of maintenance which means we would come from Valley Park and go to the 'Country View Trailer Court and then return to the Valley Park area and- continue on our regular maintenance schedule. After discussion with our park mainten- ance workers, we have determined that this additional project: would require an additional two hours of work. Discussion was mixed amongst park and recreation committee members. Some members thought we should charge 100% of the service being that this area is a private holding. Other members thought we should charge a partial payment and again others thought we should provide service completely free. w There are some legal implications based on the fact that Country View Trailer Court is a private holding. Presently we operate under a policy stating that we will not maintain or provide facil- ities on private land. Steve will contact the manager from Country View and discuss the possibilities of partial or full payment for the flooding operation. Steve will also contact the attorney and discuss the legal implications with providing services for a private land area. Steve then presented the proposed plat named Foxborough. Foxborough is a plat located west of Cedar Avenue just across the street from Valley Park by the Tom Thumb. Total area of the plat is 199.4 acres of which approximately seventy acres are being platted now. Steve explained the potential implications with respect to a cash contribution and /or a land contribution. The plat is split by a major drainage area which also includes a major 100 year flood zone. Steve will be looking into this further and has asked the committee to think about this particular area. A long range comp rehensive plan for the City has identified a park within that area west of Cedar Avenue. This plat will be put on the agenda for the next meeting and it has been requested by Chairman Rice that the developers be present at the meeting to discuss this plat further. The next item Steve made the committee aware that Niaquwa First Addition has been approved by Lakeville City Council and that a Mr. Johnson from Farmington has purchased it and a contribution of $8,400 was made to the park dedication fund. Steve went on to mention that all hockey rink sites were ready for flooding. The plan had been to begin flooding Monday, December 3rd, and hopefully that the program sites would be ready by December 17th. As of this writing, the weather the week of the 3rd of December was very non conducive to flooding and we have been pushed back one week to date. Flooding, if the weather turns cold, will begin on December 10th. 79 -72 After the proper motion by Novak, seconded by Trued, this meeting was adjourned. Motion passed.
