CITY OF LAKEVILLE
PARK AND RECREATION COMMITTEE MEETING MINUTES
NOVEMBER 6, 1979
7:30 P.M.
Roll Call: Rice, Trued, Storlie, Kramer, Novak, Lovelace and Smith
were all present. Park Director, Steve Michaud was also
present.
The committee reviewed the October 17, 1979 Park and Recreation
minutes.
79.68 After discussion, a motion was made by Rice, seconded by Kramer to
approve the minutes.
Motion passed.
The Park Director's report was given:
Steve explained that the City Council had approved both Snowmobile and
Cross Country Ski grant -in -aids program applications. These applications
will be sent on to the state for approval. It was also explained that
work was being done on the formulation of an equestrian trail in Ritter
Farm Park. When the equestrian trail is completely figured out and
easements have been secured, the trail proposal will be brought before
the committee for review. Steve explained that the excavation in the
Aronson Park road project had ceased and the contractor would not be
able to get in to do any major grading until the area dried up. Exten-
sive rains in the last three weeks have caused a very muddy situation
which prevents the contractor from starting the project. If the contrac-
tor cannot get into the proposed area of work, then the project will be
re- scheduled for the Spring.
Review of the Senior Citizens Center was given by Steve. All programs
are going well and the building has been utilized by the Senior Citizens
Club.
The next item of business was a review of the 1980 budget. Steve passed
out a summary of the 1980 Park and Recreation budget to all committee
members. Steve explained some of the major cuts in the budget and
explained that several other areas had been cut, but still thought that
he would be able to operate at the present levels of service. The only
problems that will occur in 1980 to hurt the budget allocations would
be unexpected types of vandalism or major breakdowns with existing
equipment. Steve offered to review the budget in detail with any
committee member.
The next item of business was a review of Fox Run First Addition. This
item was briefly discussed and tabled until further information is
received from the developers.

Under other business, the work restitution program for non felonious
criminals was postponed until further information can be received by
our department.
Steve then went on discuss some problems with vandalism. He stated
there is a report being prepared by him with an update on 1979 vandalism
with some specific problems that have to be dealt with immediately.
Steve suggested the formulation of a subcommittee of Park and Recreation
committee members plus some citizens of the Valley Park area to work on
the potential uprise of vandalism in that area. Jeff Kramer and Pastor
Trued will act on this committee and we will be searching for some
citizens to also be part of this committee.
Steve also brought up the importance of pursuing the establishment of a
trail from downtown Lakeville to Antler's Park and then on to the High
School. A new subcommittee on bike trails has been formulated. Sandy
Novak, Steve Storlie and Jeff Kramer volunteered to sit in on that
committee. We will be soliciting for citizen members in the near future.
Steve then presented a conceptual drawing of the proposed Valley Park
Apple Valley bike trail. Steve explained that the trail would run in
the county ditch easement from the Tom Thumb store in Valley Park to
160th St. From that point the trail would follow the shoulder along
the east side of Cedar Avenue, north to Whitney Drive in Apple Valley.
The trail crossing on Cedar to Whitney or the elementary school has not
yet been determined. Once the trail crosses Cedar Avenue, it will then
pick up Whitney Drive and then follow as on- street trail to the Apple
Valley existing trails and on into the shopping center area. Steve is
ready to meet with the county to discuss funding possibilities to get
this project on its way. As developments occur on this project, Steve
will keep the committees informed.
Under other business, Steve presented a report of recommendations for
parking fees at the Ritter Farm parking lot for the 1979 -80 ski season.
79 -69 Motion was made by Rice, seconded by Smith to recommend to Council the
fees as presented by the Park and Recreation Director in his report
dated November 7, 1979.
Motion passed.
Because several members would be unable to attend, the second meeting in
November will be cancelled.
79 -70 Motion was made by Smith, seconded by Rice to adjourn the meeting.
Motion passed.
