HomeMy WebLinkAbout08-15 CITY OF LAKEVILLE PARK AND RECREATION COMMITTEE MEETING MINUTES AUGUST 15, 1979 7:30 P.M. COUNCIL CHAMBERS Roll call: Present were Storlie, Ttued, Smith, Cramer, Novak. Lovelace was absent. Mr. Henry Rice called in and stated he would be out of town. Councilman Bob Nelson and Park Director Steve Michaud were also present. Mrs.,Gn Hopper was also present in the audience. 79 -52 Motion was made by Storlie, seconded by Cramer to approve the August 1, 1979 committee meeting minutes. Motion passed. The Park Directors report was given: Steve discussed the development contract status of several plats and had mentioned to the committee that he discussed the development contract with the planning commission stating the need for input into the park dedication requirements of new plats when the contract is being written. Steve also discussed the single lot development park dedication and will have something prepared for the next committee meeting. Steve mentioned that Sandy has been working on several programs for this fall. The fall will be highlighted by a possible halloween mascarade party cosponsored by the Jaycees and the park department. The following was discussed under new business: Steve brought up a letter of request from a Mr. Herbert C. Lind from Eat, M. to launch his air balloon from Aronson Park. Steve explained that he met Mr. Lind one day at Aronson Park as Mr. Lind drove his vehicle out into the park turf areas and proceeded to unload and launch his balloon. Mr. Lind stated he had permission and had launched his balloon from Aronson Park several times pre viously. Steve told him that no permission had been given to anybody to launch balloons and that he would have to have permission. Steve stated that the best way to request permission would be by letter. The letter was received by Mr. Pat McGarvey and passed on to the park department. Steve recommended that air balloons not be allowed to be launched at Aronson Park for the following reasons: 1. The mere fact of safety. When there are several hundred children and adults using the park there exists the possibility of an accident. 2. Mr. Lind stated that he has several other places that he can launch his balloon. One place being just five minutes from Aronson Park which he did use the night Steve asked his to leave Aronson Part. 3. If we allow balloonists from Eagan to fly out of Aronson Park there is no reason that we could disallow people from Minneapolis and all over the metropolitan area to come to Aronson Park to fly their balloons. I believe that giving permission to Mr. Lind would be setting a precedent to open the door for several others to start. k. With the new federal grant monies to improve the Airlake Industrial Park airport there exists the possibility in the future that traffic will increase in the air around Lakeville which would be a hazard to ballooning. At present there is very much air traffic in our area today. 0 -53 It was moved by committee member Smith, seconded by Cramer that we deny the request by Mr. Lind to launch his air balloon from Aronson Park or any other Lakeville park in view of safety reasons and other reasons mentioned by the park director. Motion passed. Mr. Tom Wagner requested to use Ritter Farm Park on the weekend of September 15th and 16th, 1979 for training by the Civil Air Patrol. It would involve excercises and rescue for four land rescue teams. The entire operation will be supervised by adults and cadet members. An area has been set aside by Park and Recreation Director Steve Michaud.in the picnic area for the camping. Fires will be retained to the fire ring. A copy of the letter will be on file in our office. The itinerary for both days will also be in the office. This particular operation is being coordinated by Lakeville citizens. The following was discussed under old business: Steve gave the committee an update on the Valley Park bike trail status. He stated that Barb Kammer had met with the Board of Commissioners at the county level and passed her petition on. She also passed on a letter of support from the City of Lakeville to the Board of Commissioners. The commission ordered Highway Engineer Sandeen to prepare a report to figure out the extra costs to widen Cedar Avenue down to County Road 46 and add a bicycle trail in the right -of -way. Mr.- Sandeen is supposed to report back to the commission in two weeks. Barb felt that she was well received by the County of Commissioners and a decision should be made once the final figures for the additional costs have been figured out. Next was a discussion of the Fox Run development. Mr. Paul Johnson was also present to partake in the discussion. Steve explained the situation that the state's ten year lease had not been settled and did not seen that it would -be settled very soon. A discussion continued with the location of park property and the committee is going to meet early at their September 5th, 1979 meeting and go to the site to inspect the land area. The committee did stress an interest of the possibility of a park being located in the northern section of this plat which would serve both Dodd Park development and Fox Run development. The next item was a discussion concerning the archery range at Aronson Parka The archery bales have been purchased and are ready for installation. Steve Storlidi will be coordinating the development of this range with other interested citizens of Lakeville and the park department. 79 -54 After a short discussion it was moved by Storlie, seconded by Cramer to recoamnend to council that a $10.00 seasonal archery range fee be imposed per individual and that the park director develop a set of rules and regulations for the use and operation of the range. Motion passed. A set of rules will be drawn up by the park director and Steve Storlie and other committee members. The range will be located in the southeast portion of Aronson Park. The shooting will also go in the southeast direction where there is an extreme rise in the topography which would prevent arrows from going astray. As soon as the rules and guidelines are developed the committee and council will rective a copy. 0 -SS Motion was made by Smith, seconded by Storlie to adjourn the meeting. Motion passed.
