PARK AND RECREATION COMMITTEE MEETING MINUTES
JUNE 20, 1979
8:00 P.M.
Roll call: Present were Lovelace, Trued, Smith and Novak. Steve Storlie
came late. Steve Michaud was also present.
The committee reviewed the minutes of June 7th, 1979.
79 -38 Motion was made by Smith, seconded by Novak to approve the June 7th, 1979
committee minutes as read. Motion passed.
Mr. Mike McCormick of Lakeville was present to discuss the use of Aronson
Park for remote control airplane flying. Mr. McCormick went before the
June 7th meeting to discuss this and had prepared a set of rules and regu-
lations for the use of remote control planes at Aronson Park which he
presented at our meeting tonight. The committee reviewed the rules and
regulations and added a couple more.
79 -39 Motion was made by Novak, seconded by Smith to allow Mr. Mike McCormick
and other Lakeville residents to use the southeast area of Aronson Park for
flying remote control airplanes as outlined under the proposed rules and
regulations.
The committee next reviewed a petition received from Mrs. Rose Johnson who
was present at the meeting. The petition is requesting permission for
residents to ride horses in Ritter Farm Park. The petition was signed by
twenty people from the Lakeville area.
79 -40 A motion to accept the petition with twenty names requesting permission to
ride horses in Ritter Farm Park was approved by Storlie, seconded by
Lovelace. Motion passed.
The committee discussed the use of horses in Ritter Farm Park. Steve had
mentioned that there should be no reason why an equestrian trail could not
be established on the existing snowmobile trail. The existing snowmobile
trail is not used at all during the summer and would make a very good
equestrian trail. Rules and guidelines were discussed as to the use of the
snowmobile trail for an equestrian trail and Mrs. Johnson agreed on all the
ideas mentioned.
79 -41 Motion was made by Novak, seconded by Lovelace to recommend to Council that
the existing snowmobile trail around the perimeter of Ritter Farm Park be
designated as an equestrian trail and the use be regulated by guidlines to
be drafted by the park director. Motion passed.
Steve began his park directors report and had the following items to discuss.
Steve passed out a letter received from the Minnesota Historical Society
which indicated that the pavillion at Antlers Park had been placed on the
state register of historical sites. Steve also mentioned that the possibility
still remained that the pavillion might also be placed on the national register
of historical sites within our nation.

Steve outlined the LAWCON application recommendations and the committee
discussed each project.
Two preliminary plats were discussed, the first being Lake Villa Golf
Estates. This plat consists of 140 acres, 195 single family dwellings
and is located north of the Honeywell Country Club and west of the trailer
court. The committee discussed several options of park dedications. It
was decided that an on -site visitation to inspect the large pond areas
would be necessary before a decision could be made. Pastor Trued will
arrange for an airplane 'which we will fly over the site to inspect from
the air to determine the extent of the pond area and the possible usage
as parks. The committee will be prepared for a recommendation at the
July 18th meeting.
The second preliminary plat discussed was Oak Shores 7th Addition. This
plat consists of 6 duplex lots located just west of Oak Shores sixth
Addition. It was the general consensus of the committee that a cash
contribution would be necessary to satisfy the park dedication ordinance.*
Our final recommendation will be made at the July 18th park and recreation
meeting.
Steve also introduced a proposed preliminary plat located south of 192nd
Street and west of Dodd Boulevard. This plat is in the very preliminary
stages and is not ready for any recommendation as yet. It was mentioned
that both Lake Villa Golf Estates and this new plat south of 192nd Street
are both located in designated neighborhood park sites according to the park
and open space plan system which was recently completed but not officially
adopted.
The committee also discussed the practice of people building on single five
acre lots whereby_a developer buys a five acre lot and builds on it. Sells
the home, then buys another one next door to the existing lot built on. 'Builds
another one, and so on down the road. In doing this, several lots can be
built and thus the developer escapes any type of park deciation. The staff
will look into this and discuss this with the planners to see if there is
any option available for receiving park dedication payments.
79 -42 After completion of all buisness a motion was made by Storlie, seconded by
Novak to adjourn the meeting. Motion passed.
