PARK AND RECREATION COMMITTEE MEETING MINUTES
MAY 2, 1979
7:30 P.M.
Roll call: Present were Trued, Rice, Cramer, Novak, Smith, Lovelace, and
Park Director Steve Michaud.
79 -28 Motion by Trued, seconded by Rice to approve the minutes of the April 18, 1979
committee meeting. Motion passed.
At this time, two residents from the Valley Park area were present to ask some
questions and discuss the Valley Lake Park status. Both residents expressed
several views concerning the Valley Lake Park area, such as, condition of
accesses, weed control, erosion problems, water quality, motor bikes, future
plans, and what could be done to correct some of the above problems.
Steve addressed all of the problems but generally stated that because of a
lack of funds Tittle has been done in that particular park. He did mention
there were a couple plats now being reviewed that possibly would create some
funds that could be used to begin work in this particular park. Steve will
be meeting with Pastor Trued and other citizens to put together a plan of
action to be presented in the near future.
Steve reported on Jackson Heights 2nd Addition stating that a basketball
hoop would be installed as soon as time would allow. Also he reported that
the lot owned by the City is somewhat smaller than originally thought. A
tot -lot would still be possible but a sliding area for the winter would not
be possible. Steve also stated that '$1000.00 was donated by Krause and
Jackson to develop this area so funds are available. The grading and land-
scaping of this area would depend on availability of street department equip-
ment.
The committee discussed Niakwa Village plat. Steve recommended that a cash
contribution would be more appropriate based on our comprehensive plan and
the fact that adequate park property already exists. Steve recommended that
a cash contribution based on an average of three bedrooms per unit be used to
calculate the ordinance formula. Using three bedrooms per unit the ordinance
requirement would be $28,000.00.
79 -29 Motion by Trued, seconded by Smith to recommend to Council that Niakwa Village
plat pay, in lieu of land, $28,000.00 as calculated by the park dedication
ordinance using an average of three bedrooms per unit. Motion passed.
Agenda item #7 concerning Fortune 500 plat was briefly discussed. Steve
suggested that he would meet with committee members interested in walking
around the area in question. A trip to the proposed site will be arranged.
The committee then discussed the 1980 LAWCON applications. Steve suggested
submitting two applications; one for Valley Lake Park and one for Lakeridge.
Steve will pursue both projects and report back to the committee.
The next item discussed was a petition submitted by residents of the Lakeridge
Addition. Two residents were present to support the petition. They stated
there are several children in the neighborhood and there is a definate need
for some type of park. Steve suggested that a survey be ordered of the area
to determine exactly what the City owns and from that point plan accordingly.
79 -35 Motion was made by Smith, seconded by Novak to have Lakeridge surveyed to
determine city property and that after this is accomplished a meeting with the
citizens will be organized to determine the type of development feasible.
Mr. Tolberman was present to discuss his project, Country'HillsEstates. He
explained the project showing locations of open space, tennis courts, and a
storage area. Mr. Tolberman agreed to comply with the recommendation prepared
by the Park Director.
79 -36 Motion was made by Storlie, seconded by Novak to recommend to Council the
Park Director's recommendation for Country Hills Estates as outlined in his
memo dated June 1, 1979. Motion passed.
Carol Smith mentioned she had received complaints of bad language being used
by adult softball teams near and around youth teams. Steve will look into
this matter.
