HomeMy WebLinkAbout01-17 r' CITY OF LAKEVILLE PARK AND RECREATION COMMITTEE MEETING MUNICIPAL BUILDING AIRLAKE JANUARY 17, 1979 Rohl call: Present were Storlie, Lovelace, Rice, Lange, and Smith. Park Director Michaud,was also present. Bob Nelson and Cliff Trued called and informed they would not be coming. Cramer was also absent. 79 -08 Motion to approve January 3, 1979 committee minutes by Lange. Seconded by Smith. Motion passed. Park Director passed out copies of the 1979 budget. Steve went through the budget briefly. Steve informed the committee of Cheryl Kreofsky's leave of absence. Park Director explained Council's decision not to construct the parking lot at Ritter Farm Park. Existing weather conditions have caused problems that would not allow a good finished job. Carol Smith brought up the fact that other high schools were using Ritter Park to ski and she thought they should be charged. Park Director Michaud explained that fees have been established for home course use but schools coming to use Ritter Park before a race with Lakeville will not be charged. The question was raised concerning general fees for Ritter Park. Steve explained that his original recommendation was'to establish a fee structure and diplement the fee when an adequate parking facility was available, when an adequate warming house for an employee was available, and thirdly, when the 'no parking' signs on Minnreg Road were up. To charge fees without properly preparing would cause several problems. Steve said these items will all be complete for next season. Park Director presented the Council approved master plan for Orchard Lake. All committee members were happy with the plan. The committee then opened discussion on goals,and policies for the comprehensive plan. Steve explained that he had spent much time writing and deciding a format for implementation. Steve stated he had reviewed several other city comprehensive plans and recommended a format similar to Bloomington. Steve then presented the goals and supporting policy statements for Parks Recreation Joint Power Agreement Steve is still working on Natural Resources Trails and other areas importatnt to our comprehensive review. The committee reviewed the Park Directors goals and policy statements. All members approved of the format and content. i Steve suggested that one more meeting will be needed to complete the goals and policies section. After this section is complete the committee will begin work on the Cities comprehensive trail system. Hopefully, all work on the comprehensive park plan can be completed by the end of March. At this time we would invite citizen groups and individuals to review the plan. Copies will also be recommended for review to all committees and Council. Under other business Jenice Lange announced her resignment from the committee. She stated that additional work loads and schooling has forced her to resign. Jenice will stay with the committee through February. Steve said he would have an announcement in the newspaper next week. The committee expressed their con cern about Janice leaving and mentioned that she will be missed. 79 -09 Motion by Rice and seconded by Storlie to adjourn. Motion passed.
