Park Recreation Committee Meeting Minutes
Wednesday 8 Pm 18 January 1978

Answering roll call when Chair. Jenice Lange called the meeting to order were
Lange, Trued, Lovelace, and Hiemstra. Storlie was absent.
In looking over the minutes of the meeting held the 3rd of January, N. Hiemstra
suggested that Nancy Enright's last name be added in the paragraph near the bottom
of page 1, where it states she is thanking members for their co-operation in 1977.
78.13 Motion by Trued-Lovelace to approve the minutes of January 3rd, with the
above correction. Motion carried.
Park Director Steve Michaud gave his report. It concerned (1) the NR meeting he had
attended the previous evening, (2) status in plans for Antlers Park building, (3)
quotes have been received re tree costs for plantings this spring, (4) matter of
funding for bike trails, hopefully, when 175th St. is further improved, (5) low-
density development park dedication in other areas, (6) new proposed housing develop-
ment called "The Meadows", north of present Clay's Acres, and (7) 50-50 matching funds
have been granted for the development of combination basketball and volleyball courts
in several City areas.
(1) The NR Committee wishes to co-operate with P R. It was one of their sugges-
tions, following Steve Michaud's presentation at their meeting, that when park
dedication monies are accepted, especially in situations where natural resources
such as trees and wetlands are eliminated, that P R consider spending the
money to preserve, or re-plant. In long-range planning, four areas were mentioned
for preservation, mainly--Klingelhuts properties at Lake Marion, Barrett' wetlands
north of 175th Street, between Highview Av. and Ipava Av., area south of Orchard
Lake, and wooded ridges north of Forest Hills.
(2) A pre-construction conference concerning building at Antlers Park will be held
this Friday. Acquisition of land from Warweg's is being sought for additional
parking.
(4) 175th Street upgrading is in the near future. Funding for bicycle trails is
being pursued to be obtained at the same time. The Minnesota State Highway
Dept of Transportation is the department S. Michaud has been contacting. The
estmated cost is $75,000.
(3) Quotes from several different nurseries have been received for prices for tree
plantings this spring. $1,500 is the figure set for these purchases. The
re-forestation objectives this year will be Aronson Park and Antlers Park.
(5) Calls have been made to surrounding areas in regards to low-density park dedi-
cation. Work on this is still going forward. In regards to park dedication,
when City of Eden Prairie was contacted, it was learned that $275 was the figure
used for residential unit per acre.
(6) A new development plat that is being reviewed and discussed now is called "The
Meadows". It is a 70-acre piece of land, consisting of 171 lots, north of Clay's
Acres, between 208th Street and 205th Street (Hwy 64). Their proposal for park
dedication is an 8+ acre site, north central location, bounded on 205th Street.
Possibly the thought was that this could be used well in conjunction with Antlers
Park across the street. However, adjoining C lay's Acres has no park and it was
the feeling of P R, at this time, that a park located in the southern portion
of "The Meadows" would serve park purposes best--particularly since this would lessen
the temptation for children to cross a busy highway (Hwy 64).
(7) Benefitted parks from the approved 50-50 matching funds for basketball-volleyball
courts will be Valley Park and Dakota Heights.
Suggestions for 1078 planning calander were: under heading of park development and re-
development were changes in lay-out at JayCee Park, addition of soccer field and im-
proved parking at Aronson Park, improvements at Valley Lake, and completion of Dakota
Heights Park. There will be tree plantings at Antlers Park, Aronson Park, and Valley
Lake. There is contemplated a revision of fee schedules, with possible advertising for
highest bid for rentals of City-owned farm land. With the new shelter at Aronson Park,
the fee for softball tournaments may be raised. Fees at Antlers Park and at the pools
will probably remain the same. It was suggested that making the barn usable for skiers
next season at Ritter Farm Park, with possible refreshments, would be desireable. An
update of capital improvements, especially as regards maintenance is thought advisable.
Work on bike trails and completion of some, is thought a "must".
