Park and Recreation Committee Meeting Minutes
Wednesday November 1, 1978
Municipal Building Airlake
Chair. J. Lange called the meeting to order at 7:30 P.M. Answering
roll call were Lange, Storlie, Smith, Rice, Cramer, and Lovelace.
(Trued had called saying he would not be able to attend.)
Assistant Park Director C. Kreofsky also attended this meeting.
78.75 Motion was made to approve the minutes of the meeting held October 4th.
Motion was made by Rice and seconded by Cramer.
Voting aye: Lange, Storlie, Smith, Rice, Cramer, and Lovelace.
Woodbridge Estates proposal was reviewed by the P R members. A memo
containing a recommendation was passed to the members and also examined.
The memo was written by Park Director, dated October 27, 1978.
78.76 Motion was made to recommend to Council that the City of Lakeville
accept $4,800.00 as a cash contribution, as calculated using the
existing Park Dedication Ordinance for the proposed Woodbridge Estates.
Payment is to be made in full at time of final plat approval. Motion
was made by Lange and seconded by Storlie.
Voting aye: Storlie, Smith, Rice, Cramer, Lovelace, and Lange.
A preliminary proposed platting of Dodd Terrace 2nd Addition was reviewed.
A memo written by Park Director Michaud, dated October 27, 1978, con-
taining a recommendation, was examined.
78.77 Motion was made to recommend to Council that the City of Lakeville accept
a cash donation in the amount of $$2,600.00 as a cash contribution, as
calculated using the existing Park Dedication Ordinance, for Dodd Terrace
2nd Addition. The donation is to be made in full when the plat obtains
final plat approval. Motion was made by Cramer and seconded by Lange.
Voting aye: Smith, Rice, Cramer, Lovelace, Lange, and Storlie.
78.78 Motion was made,that in the future, a look be given at the growth area
and land use where land is being platted. Also, monies contributed for
parks that we are now acquiring, shall be put in a fund for acquiring park
land in the area where the plat has been approved. Motion was made by
Cramer and seconded by Lange.
Voting aye: Rice, Cramer, Lovelace, Lange, Storlie, and Smith.
Notice was given by C. Kreofsky that a meeting on the comprehensive plan
as proposed, will be at 1 P.M. on November 15th.
i The public hearing on the Vinland Center proposal will be held by City
Council on November 6th, at their meeting, which commences at 7:30 P.M.
A report on the bike trails' progress planning will be made when C. Trued
is present.

J. Cramer suggested future programming include a facility use for a
cardiographic cardiovascular program, for adults. This could be held,
basically over the winter months. He attended such a class, in the past,
which had a YMCA instructor.
The LAWCON funding will be used at the Orchard Lake Park. Lakeville is
a free standing growth area; it is first in line for grant which amounts
to $17,000.
The railroad abandonment has not as yet been settled. The width of the
land will be 80 feet to 100 feet. It may be possible to have a 10 -foot
trail on the north, or on the south, of the present track. S. Storlie
suggested it would be best on the north. The P R Committee decided
the matter would be open for discussion with the businesses which are
located there.
A fee schedule for parking at Ritter Farm Park, for skiiers, was suggested
by S. Storlie and C. Smith. They would like to ask that parking on Minn
reg Road be prohibited. There is a safety hazard concerned.
78.79 Motion was made to post "no parking" signs, during the winter months, on
Minnreg Road. Motion was made by Rice and seconded by Smith.
Voting aye: Cramer, Lovelace, Lange, Storlie, Smith, and Rice.
78.80 Motion was made to recommend the following fee schedule to Council for
approval for parking in Ritter Farm Park, during the winter months:
$2.00 per car for parking for skiing (per day)
20.00 season pass
25.00 per bus, per day
400.00 per school for out -of -city school, with no
additional costs, for a season
50.00 charged per race
Revenues will be collected by the Ski Club and split with the City of
Lakeville on a 75 -25 basis.
Motion was made by Cramer and seconded by Lange.
Voting aye: Lovelace, Lange, Storlie, Smith, Rice, and Cramer.
Work on a hockey rink at Dakota Heights Park began today. LAA and Hockey
Boosters have contributed cash, also, to the development of the rink.
78.81 Motion to adjourn was made by Rice and seconded by Cramer. All "aye".
