Attending the 'meeting this evening were: Lange, Trued, Storlie, Hiemstra, Rice, and Smith. Park Director Steve Michaud and Councilman Bob Nelson were also in attendance. H. Lovelace was absent this evening. 78.47 Rice -Trued motioned that the minutes of the meeting held May 3, 1978 be approved. Voting "aye" were Trued, Storlie, Hiemstra, Rice, Smith, and Lange. Mr. Barry Seida, of Harry S. Johnson Co.'s, Inc., representing Lucerne Trail Partners in their Wildwood Ponds North and South development proposals, was present to answer any questions about the proposal which the Committee might wish to ask. Wildwood Ponds, North and South, is at preliminary plat hearing stage before the Planning Commission on Thursday eve, May 18, 1978. Mr. Seida said it is the developer's wish to begin developing Wildwood Ponds South as soon as possible; Wildwood Ponds North will be later, probably next summer. Under our present ordinance, Park Director Michaud said the formula would address a cash donation for the Wildwood Ponds' complete proposal, of $4,000. He further suggested that the $4,000 be due and payable at the time of the first final (Council) approval. The complete $4,000 would be due when final approval is given, even though one phase of the development will not take place immediately. 078.48 Trued -Smith motioned to recommend that $4,000, in lieu of land, be the park consideration accepted by P R Committee and be so recommended to Council for their approval Voting "aye" were Storlie, Hi.emstra, Rice, Smith, Lange, and Trued. Mr. Seida voiced the opinion that the Lucerne Partners might suggest that an amount be kept in escrow if they have to pay an amount of money for land that they are not planning to develop at this time. Councilman Nelson said there were two things that were suggested at the last Council meeting that is asked of P R: (1) reconvene the Bike Trail Sub- Committee, and (2) complete a drraft of a park dedication ordinance amendment. Park Director Michaud began his report. A. The Comprehensive Park Development Plan is in the process of being updated. P R members will be furnished small maps which will be color- coded, showing where growth development is projected. This is to be an agenda item for next' meeting June 7, 1978• This will be a long -range projection. B. The latest development in a plan for sewage disposal at the new Aronson Park building has been suggested by the engineer- -the utilization of a grinder pump. It is 1,700 feet to the nearest City line, and it is proposed to run plastic pipe from the building to it. The cost of such pipe is $1.80 to $2.00 per foot. An estimate of $1,200 is made to put it in the ground., complete. $2 to $2,900 is the estimate for a well. C. The Antlers Park building is 99% completed- -rough landscaping and baekfilling remain to be done. (1) PARK REC MAY 17 1978 (2) Park Recre n May 17, 1978 D. A review of Dodd Park is not complete at this time. It will take more work. However, Independence Park is controlled by a Canadian Co. who purchased land from 1st Wisconsin State Bank. Negotiations are under way whereby a lot is being considered in trade. The park land will belong to the City after Jan. 1, 1980, or when 50% of the lots are developed whichever comes first. It is necessary that part of the area remain a holding pond. Valley Lake may be surveyed by G. Jacobson, at a cost of $500. It may be possible to use a transit and find the boundaries of the park ourselves. Rough landscaping might be done, and black dirt added, when the men are not so busy-- perhaps this fall. N. Hiemstra suggested the possibility of bike trails around the lake, and exercise stations. F. Mr. Harry Clarkson is working on naming all parks for easier noting of the Fire Department. There is a petition to change the name of Valley Lake Park to Stonebridge particularly since the park is located in this addition at Valley Park. Rev. Trued read the petition, which has many signatures, asking for the establishment of a bike trail between Valley Park and Apple Valley, via the school on Cedar Av. The proposal would include school board direction and both Lakeville and Apple Valley cities. Mr. Nelson suggested that the trail begin at Dodd Av. and Cedar Av. intersection. 73.49 Lange -Rice motioned to accept the Bike Trail Petition for proposal of trail at Valley Park -Apple Valley. Voting "aye" were Hiemstra, Rice, Smith, Lange, Trued, and Storlie. 78.50 Rice -Smith motioned that the Bike Trail petition, in Motion No. 78.49, be referred to City Council with a recommendation that the petition be implemented. Voting "aye" were Rice, Smith, Lange, Trued, Storlie and Hiemstra. S. Michaud spoke of a proposal of LIDCO for rezoning and replatting of a small parcel of land at junction of 205th St. W. and Iberia Av.-- south of Lamplighter Apts. Water and sewer is in the area. The present zoning is limited indus- trial, and the desire is to erect multiple housing. Land content is 2.11 acres with a proposal of five lots for development. 78.51 Storlie -Rice motioned to recommend a $2,400 cash park dedication in lieu of land, for LIDCO development proposal. The $2,400 will be due upon approval of the final plat. Voting "aye" were Smith, Lange, Trued, Storlie, Hiemstra, and Rice. N. Hiemstra has been attempting to reach Ms. Nancy Malley of MINDOT, also Rep. Jensen, in regards to bike trails on street improvements on 175th St. She will keep trying to get more information. S. Michaud will be temporary chairman of reconvened Sub- Committee on Bike Trails. Former members will be notified that a meeting will be held on May 23rd, Tuesday, at 7P.M., Public Works Building (Council Chambers), to update their information. J. Lange will call with the name list of former members. N. Hiemstra reported that she is wondering why.news articles keep appearing- the last one in Saturday's Mpls. Star reporting the establishment of Vinland Center in Ritter Farm Park, when no public hearings, nor Council decisions, etc. have been made as of this date. S. Michaud passed out copies of a draft of a proposed park ordinance. The P R Committee has suggestions that they would like to have changed or include. See attarliod rnnicc_
