Park Recreation Committee
Meeting Minutes
Wenesday 8:00 PM May 3, 1978
Answering roll call when Vice Chairman Trued called the meeting to order, were
Trued, Lovelace, Rice, Hiemstra, and Storlie. (Lange and Smith were absent this
evening.) Councilman B. Nelson also attended this meeting.
78.45 Motion was made by Rice Loevlace to approve the minutes of the meeting held
April 19, 1978.
Roll call resulted in Lovelace, Rice, Hiemstra, Storlie, and Trued all voting

3A Park Director S. Michaud began his report. The first item dealt with sub
committee assignments. Mr. Michaud is anxious to re- establish the bike trail
sub- committee and up -date the material on this subject, concerning railroad
abandonment, a more recent look of the "old "plans, and a general updating.
S. Storlie and H. Rice volunteered to serve on this sub committee- -and Council-
man Bob Nelson will be contacted.
3B The septic systems at Aronson and Antlers Parks were discussed. Concerning
plans for Aronson Park, the perculation test and the engineers recommendations
were very demanding and thus economically unfeasible. The engineer did suggest
that a smaller system being pumped more often might work. Plans will be
developed for implementation if of course the cost factor is feasible.
The sewer and water bids for the building installation at Antlers Park have been
awarded.
The Committee was told of a probability of building expansion of Despatch Ovens
on property next to Jaycee Park.
The "Comprehensive Plan -Work Status Report" of Midwest Planners, dated April 21,
was distributed.
Mention was made of a preliminary platting of Airlake Industrial Park 2nd Addition
and of the Chamber of Commerce dinner at which all City of Lakeville's Committees
gave resume's of their goals and objectives.
3C The Park Director plans to meet with D. Cross of Cross Nurseries, and plan the
planting of 52 trees. These will mostly be planted at Aronson Park, with the
remainder to go into Dakota Heights Park and Antlers Park. It is a "must" to
plant at Antlers Park as all the trees are dying and need to be re- placed.
4F Ms. Cheryl Kreof sky told of the swimming program that has been planned. Two
instructors, both WSI's, have been hired. N. Hiemstra asked about adult programs.
It may be planned to have adult lessons both at 4:15 PM and 8:30 PM.
There will be an aquatic staff of 16 this summer. N. Hiemstra also asked about
the possibility of opening the pools later in the day -after they are closed
earlier, because of rain, etc. -when the weather is once again, hot. It is
thought the head guards will handle this matter.
4A There are themes that are planned for the different weeks of the youth summer
program, and games with a new twist. There will be interesting free movies,

when the weather makes it impossible for participation in things outdoors.
Attached to these minutes are copies of the 1978 Summer Recreational Programs.
Cheryl has put together an excellent program and this summer looks to be a very
busy one.
A tennis ladder has been formed, with the possibility of adding a junior group.
The members of the senior citizen group, Friends and Neighbors, may be planning
a style show in connection with Pan- O -Prog. P R is building a float.
S. Michaud continued with his report. To date $3,900.00 worth of improvement have
been completed. This includes the installation of all new heaters, plumbing and
other miscellaneous equipment. Bunker Hill pool has been sand blasted and painted.
The pools except for some minor work are ready for opening. C. Trued asked if the
pools might be self- sufficient this year? The reply was that they are getting close.
S. Michaud volunteered to write an invitational letter to members of other committees,
staff, City Council, news representatives, other city dignitaries, etc, to the
annual parks tour. The tour is to be May 30, 1978- -also a Tuesday -with an RSVP
cut -off date of Friday, May 19th.
S. Michaud gave a short background of what is being done in all the parks to
improve them. He feels they will be done by the first week in June.
5, The sale of some city -owned lots is being discussed. There are lots in Jackson
Heights and Dakota Heights whose cash sale would result in an ability to build
a full -size hockey rink in Dakota Heights.
N. Hiemstra suggested that when the new park dedication ordinance is formulated
a provision should be made whereby City of Lakeville would be able to hold park
lots in escrow for possible re -sale at a later date.
5. C. Trued made the Committee aware of two petitions that are circulating in Valley
Park: (1) that the City of Lakeville investigate the possiblity of a bicycle trail
with Apple Valley to connect the two vicinities, and (2) an endeavor to re -name
the area known as "Stonebridge
Questions were asked regarding Valley Park parks: What is the latest information
concerning Independence Park and Dodd Trail parks? What are the boundaries of
Valley Lake Park? P R members are getting questions concerning Valley Lake
Park and there is an uncertainty about answering them. These regard the extent
of the park and the planting of trees. Final approval has been awarded Cedar High-
lands lst and 2nd phases.
Councilman Bob Nelson asked about the possibility of a bike trail which would
go around the cemetery, and thence reach Aronson Park.
Park Director Michaud told of the lack of response that his letters have had
regarding bike trails on the 175th Street improvements
