Meeting Minutes

When Ch. Lange called the meeting to order, Lange, Lovelace, Storlie, and Rice
answered roll call. These minutes are to reflect that Hiemstra, Smith, and Trued
had called in the fact that they would be absent from this meeting.
78.40 Rice and Lange motioned and seconded that the minutes of the meeting held April 5,
1978 be approved as they are.
Lovelace, Storlie, Rice, and Lange all voted "aye".
Also present at this meeting were Park Director S. Michaud and Assistant C.
Kreofsky.
The fourth item on the agenda was deferred until later in the evening.
The Park Director began his report.
A S. Michaud, R. Zweber, and D. McGuire will be visiting the proposed hockey rink
sites at an early date. A report will be given following that meeting.
B The sandblasters have been working on the Valley Park pools. It looks as if the
0 pools will be ready for an opening in June.
C The buildings at Aronson Park and Antlers Park are progressing. It does not look
as if a septic system will be installed at Aronson Park--the project is too large
and too expensive. The satellites will be used. People have been suggesting, too,
that the disposal system wait until public service is extended to this area.
There has been a problem with vandalism at Antlers Park construction. Someone keeps
stealing the copper.
D C. Kreofsky reported that the senior citizens have had their first "big" meeting.
Their projects are going along well. She had attended a DARTS Advisory Council
meeting. They had spoken of a program they are initiating called "Vial of Life".
This is a program that was initiated in England. A paper giving name, afflictions
(if any), and remedies that are to be taken if the senior citizen experiences
difficulty in that respect--is placed in a plastic tube in the refrigerator. On
the door of the refrigerator is placed a flourescent tag, denoting that the infor-
mation is inside.
A senior citizen program called SWAP, seniors work at program, is being planned.
This is a repair-type service that will be offered by retired experts in their line.
It will be a home repair service. It will keep people occupied and felling useful.
The program will likely begin in the fall.
The Parks Dept has a mailing list of 200 names. A large mailing was done to acquaint
senior citizens in the area of immediate opportunities. A trip to Mantorville is
being planned, and another to a Twins game the 25th of May.
E A report on the summer programs will be given in detail at the next meeting;

Bike trails were discussed. The City Council has passed a resolution supporting
the railroad abandonment. A re-routing of the trail, around downtown, is going to
be necessary. The sub-committee on bicycle trails is asked to reconvene,
The '79 budget is something to keep in mind. It would be a good time to look at
your park assignments, talk to the people who use those parks for their input.
The Chamber of Commerce is asking speakers from the various committees, etc., to
speak at a dinner they are planning on May 2nd. Ten minutes is the allotted time
for each speaker. The topic will be on the programs being carried on presently,
a reviewal of what has been done, and future planning.
The Council has approved the paper collection receptacles planned by the Boy Scouts.
DARC materials were distributed to the members. They are asking for $70.00 to
support their program for summer camping for the disabled in this area.
78.41 Motion was made by Storlie and seconded by Lange that the Park Recreation Committee
meet their fair share of $70.00 in support of Lakeville's DARC program to send
members to camp.
Voting "aye" on the above motion were Storlie, Rice, Lange and Lovelace.
P. Krause and Wm Jackson were introduced to the P R Committee by S. Michaud.
S. Michaud also gave a short backgrounding in the park dedication which had been
planned in the past for the development known as Kingswood Estates. A cash donation
was expected from the developers when ten lots (building permits) were sold.
There was no disagreement with the findings of park dedication for Kingswood Estates.
The developers said they would send a check for $1,000 to the City of Lakeville.
In the matter of finalizing park dedication for Jackson Heights 2nd Addition there
was an area of disagreement. The developers said they had been required to surface
streets here. When sewer and water development was made, their $27,000 surfacing
was removed and used as fill somewhere else. Lot 1, Block 2--the park land in Jackson
Heights 2nd Addition--has been filled and graded. The other condition of accepting
this as park land was that park playground equipment be placed here. It was the
sentiment that this lot would be better sold as a building lot, and the money put
into park fund.
78.42 Motion was made by Rice and seconded by Storlie to recommend that $1,,000 be andpted
from the developer of Kingswood Estates as park dedication.
Members voting "aye" on the motion were Rice, Lange, Lovelace, and Storlie.
78.43 Motion was made by Lange and seconded by Lovelace to recommend that the requirement
of playground equipment be waived as park dedication for Jackson Heights 2nd Addition
development,,in recognition of the work the developer has already done on the lot
which is Lot 1, Block 2.
Members voting "aye" on the motion were Lange, Lovelace, Storlie, and Rice.
S. Michaud presented material on an ordinance amending O No. 11, being the
sub-division ordinance. Much of the ordinance will remain the same. The difference
is that the park dedication will be more clearly written,, in figures, based on
proposed population in a new development.
78.44 Motion was made by Storlie and seconded by Rice to adjourn the meeting. Motion carried.
