Lange called the meeting to order were: Lange, Lovelace, Storlie, Hiemstra, and Rice. Absent were: Trued and Smith. Also present this evening was Parks Assistant Cheryl Kreofsky. 78.25 Rice- Lovelace motioned to approve the minutes of the meeting held March 1, 1978. Motion carried. Mr. Tim Menning was the representative to explain plans for Dodd Park. (This 60 -acre development plan is the same as has been presented, but now has a different developer, Fischer Bros.) The flood hazard is proposed to be dealt with as follows: the greatest amount of level that can be raised is 6 inches. (They are restricted by the State to raise no more than 6 inches.) There are three alternatives for park dedication, Mr. Menning stated: (1) park dedication, 6.2 acres, consist of all a land dedication, or (2) all cash- -based on the 6.2 acre figure 9,400, with flood hazard property to remain open space area /low density area. (The developers would like restrictions placed on the property, in this case, on the uses of the land, i.e., not a parking lot and no storage of park machinery.), or (3) some area dedicated to park use and the remainder of the dedication to be cash. 78.26 Hiemstra- Lovelace made the motion to recommend acceptance of $9,400 for park land in Dodd Park development, and we are accepting it for low density use. (This is alternative #2 outlined above.) Roll call vote, voting "aye were Lovelace, Storlie, Hiemstra, Rice, and Lange. A letter written by LAA to Park D S. Michaud, dated March 12, 1978, was discussed by the Committee with LAA members Wilson, Cobb, and Rystrom. Copies were distributed to the members of the Committee and one is filed with these minutes. The subject of the letter was 1978 -79 hockey rink requirements. These results were tabbed in a survey the LAA had recently completed. The LAA would like two additional hockey rinks next season Dakota Heights and Middle School. (The latter would be an additional rink to what now exists.) The LAA members felt they could find volunteer help for construction, of the rinks, if this might be a consideration in obtaining the rinks. The additional ice rinks requested by the LAA will be an agenda item for next meeting In the matter of Wildwood Ponds, S. Storlie thought a $250- figure, per unit, might be a basis for park consideration. (No representative of Wildwood Ponds was present this evening.) The Meadows preliminary plat park dedication was disoussed by the Committee. 78.27 Rice-Lovelace motioned that Park Rec C approve the land dedication of 3.5 acres, as designated on the plan, plus the cash dedication of $8,670. Storlie will chair Bike Trails Committee. Park assignments for 1978, are: Dakota Heights. H. Rice, J. Lange Ritter Farm S. Storlie, J. Lange, C. Smith Orchard Lake Beach, Wayside, Orchard Lake Park, Kenreel (Lone Oak), Lower 167th St., Jackson 2nd Addn., H. Rice 7 Parks in Valley Park, Dodd Trail, Cedar Highlands, Woodbury Addition. C. Trued, N. Hiemstra Bassett Addition, Oak Shores. C. Smith Aronson Park, 5 Downtown Lkvl parks. H. Lovelace, S. Storlie C. Kreofsky reported that Park Director Michaud was considering making some changes in JayCee Park. The ball diamonds abut people's backyards and bothersome things are players walking across yards, using the hose, toilet facilities, etc. The fields are going to be moved so they are not next to people's yards, if things go as planned. Also in the report, Dakota Heights Park complete development will be in 1978 if all goes according to plan At Aronson Park, there is not an estimate on the well at this time. There has to be a percolation test made before water and sewer can be installed. Parking will be added quite extensively in the NE section of the park, aswell as on the south. Bid will be submitted later. Playground equipment costs for outfitting Dakota Heights Park in the amount of $1,594 by Playtime Co. is asked to be approved. 78.28 Hiemstra Storlie motioned to recommend the expenditure of $1,59+ for playground equipment to be placed in Dakota Heights Park. The money to come `from -the on going park development fund. Everyone present voted "aye Mo,.ion carried. Ms Kreofsky read the changes which were recommended in the fee schedule. Also, it is desired to schedule picnics, 300 maximum, for Antlers Park on week -ends. 78.29 Hiemstra -Rice made the motion to put this fee schedule, as set forth in the Resolution Establishing Rules and Rental Fees for Use of City Parks, with the change in No. 9, fee for swimming lesson instruction, to be $7.00 per person, into effect. Everyone voted "aye Motion carried. 78.30 Hiemstra -Lange motioned to correct the apparent typographical error in Rules and Fees for Use of City Parks by Non- Resident Groups, No. 4 sentence, to read "$1.50 per person one week prior the scheduled event All "aye motion carried. A motion by Hiemstra to add a rule No. 13 to Rules and Fees, Non- Resident Groups, did not obtain a 2nd. 78.31 Rice Lange motioned to recommend to City Council to allow the use of Antlers Park by non- resident groups, for picnics, on week -ends which do not include a holiday. Cheryl Kreofsky discussed various methods of knowing families have registered for use of the pools by the season -(l) books of tickets, (2) patches, and (3) card system, by which a card, numbered, is issued to the family. A duplicate card, but with more information, is kept on file, and with the person in charge at the pool. The pro's and con's of egeh'lwas described. 78.32 Lange -Rice motioned to adjourn the meeting.
