Lange called the meeting to order and introduced the new members, H. Rice and C. Smith. Present in addition to Lange, Rice, and Smith,' was S. Storlie. 11. Lovelace came later. Besides the Committee members, Councilman Bob Nelson was present, Michaud and Cheryl Kreotsky. 78.21 Storlie and Lange motioned to approve the minutes of the meeting held Feb. Ist, as written. Motion carried. 78.22 Lange and Storlie motioned to approve the minutes of the meeting held Feb. 9th, as presented. Motion carried. The Park Director's report began with Cheryl Kreofsky, Program Supervisor, out- lining the proposed summer program. It is planned to repeat much of what was well partitipated in in the past--Arts and Crafts days on Monday and Wednesday, Field Day on Tuesday. She reported that the former Elite Club has re-organized under the name of "Friends and Neighbors of District 194". The new club is formed not only from membership of the former Elite Club, but other senior citizens, as well. More members are encouraged to join. They can receive further information by calling The Park Department, 469-5354. The club members will be running their club themselves, with the Parks Dept, helping them as much as possible by helping them plan programs, assist in planning transportation, educational opportunities, etc. The newly formed wrestling club is open to youths 7 to 16 years of age. Others, who are older, will participate in coaching capacities. The fundamentals of wrestling aregoing to be emphasized. AAU and US Federation Clubs are going to accept these registrations. March 7th is the sign-up date at Middle School; $7.00 is the cost for club membership and also covers the cost of US Federation registra- tion. S. Michaud told of what is planned in the matter of fee scheduling. He plans to write a resolution which will cover all fees for a full year. Materials were passed to members explaining the Summer Maintenance Program. This will serve to keep members informed so they can answer any questions interested citizens may ask. Approximately $13,500 is contained in the Park Development Fund presently. Tomorrow, weather permitting, the block layers will start the walls to form the Antlers Park building. The Aronson Park Shelter is progressing--the exterior walls are built. Well bids are being asked. There is ap^oblem and there are questions that need answering septic system-wise. The warming houses at the ice rinks were closed, officially, last Sunday. The ice is still in fairly good condition and is being used, and cleaned, but no more water will be run. S. Michaud will work on an amendment to existing park dedication ordinance, principaly regarding the changes desired in methods of determing cash dedications. He will be on vacation at time of next meeting, March 15th, but will bring his recommendations to the special meeting, March 29th. In regards to bicycle trails, it would still be desireable to re-form the sub- committee which had done so much work on this program in the pasta The railroad property abandomeni seems a certainty. The trackage between Antlers Park and downtown Lakeville is especially desired for bike trail of first priority. There is improvement in planning stage for 175th St.,'between Hwv 50 and Tngvq AV-- (1) PARK REC MEETING 1 MARCH 1978 0 (2) PARK REC PG 1 MARCH 1978 The scoutmaster and committee chairman from the Boy Scout Troop No. 230 in Valley Park were present this evening to explain a helpful, fundraising idea. The scouts are interested in placing receptacles in the parks for the collection of newspaper, which will be re- cycled. These containers would be maintained by the scouts. The Park Director thought the idea was good, but recommended that it be tried on a trial basis. When asked when they would like this program to begin, the reply was "possibly in a month or a month and a half. The collecting agency would be Pioneer Paper Stock Co., Inc., and is based in north Minneapolis. 78.23 Motion by Lange -Rice to recommend that Boy Scout No. 230 of Valley Park place two stationary containers for collecting newspaper at Bunker Hill Park and at the pool near Parkview School. Also, that the City of Lakeville have the option to discon- tinue the program, if they find it necessary. Voting 'aye': Storlie, Rice, Smith, Lovelace, and Lange. S. Michaud said the LAA will be invited to the next meeting, March 15th, to explain a survey they conducted dealing with a needs assignment for rinks. The NR minutes of Feb. 21st were discussed. The idea of preserving; wetlands and natural habitat was concurred. Chair. Lange and the majority of the Park and Rec Committee are planning to attend the Council meeting of March 6th to explain the Committee's proposal for park dedi- cation at the proposed development known as "The Meadows north of 208th Street and east of Jacquard Av. J. Lange will examine former park assignments and bring her suggestions for present Committee members to the next meeting. Piles on findings of park dedication recommendations regarding developments known as Kingswood Estates and Jackson Heights were turned over to Chair. Lange. A sum of money and other stipulations were recommended in Park and Rec meeting minutes, but nothing has been found in Council meeting minutes to uphold their recommendations. Because he was wearing an official Park and Rec jacket, S. Storlie has been approached and questioned about Park and Rec affairs on several occasions. It is believed that Council upheld the motion made at a Park and Rec meeting, No. 77.58, regarding payment of these members' jackets. Cheryl noted that plans for an April Pool's bowling tournament for couples was receiving a lot of response. 78.24 Rice and Storlie motioned to adjourn the meeting. Motion carried.
