SPECIAL PARK AND RECREATION COMMITTEE MEETING MINUTES
Thursday, February 9, 1978 7:00 P.M.
The meeting was called to order by Chairperson Lange. Answering roll were Trued,
Lovelace, Storlie and Hiemstra.
Park Director began his report concerning the the Meadow's plat dedication. It
was explained to the Committee that a park somewhere between 8 and 10 acres
would be necessary in the general area south of the Milwaukee Railroad. It
was further explained that a park located within the proposed Meadow's plat
would not be completely desired at this time. It was explained that a park
of the above amentioned size would be necessary to accommodate Clay's Acres,
the Meadows and surrounding areas which will most likely be developed in the
future. In order'to protect the City's interest and to provide an area such
as the one in question, a comprehensive plan of park acquisition has to be
developed. In doing so, an area somewhere just west of the Meadows would be
designated as a future park site. In order to secure this land, cash dona-
tions from all area developments would be accumulated and purchased at a more
appropriate date in the future. This existing plat consists of 70 acres and
181 lots. It has been estimated that a time span of 5 years or more would be
necessary to develop this plat completely. It is further projected that
within the next 5 years other areas will be developed, and cash donations
from these new plats will be earmarked towards the purchase of the proposed
park. The proposed park most likely would be purchased about the time the
Meadows would be completed.
Many comments were offered from all members as follows:
What happens if the land does not develop according to projections?
What happens if the land west of the Meadows plat is not available
for purchase?
There exists: a,great need for park land for the citizens now living in
Clay's Acres and even a greater need when the Meadows is completed.
With this existing plat the Committee has the option NOW to secure the
necessary land that would provide park needs for future development.
The Park Director further explained that the philosophy was somewhat chang-
ing from many smaller neighborhood parks to larger parks providing the needs
for many centralized neighborhoods.
After much discussion and commauts concerning this matter, the Park Director
recommended a cash donation utilizing a figure somewhere between the actual
purchase price and the $3,000 standard used by the Park Committee.
After further discussion,
78.19 Motion by Hiemstra, seconded by Lovelace the Park and Recreation
Committee recommends to Council the maximum amount of land that
is calculated by our existing park dedication ordinance. The
park should be located adjacent to Jacquard Avenue-and provide
adequate access to the Milwaukee Railroad property.

Roll call was taken on the motion. Ayes, Trued, Lovelace, Lange,
Hiemstra. Nay, Storlie.
S,torlie voted nay for reasons that he felt a cash contribution was
in order to combine with other development contribution to enable
the purchase of park land west of the Meedows plat in future years.
78.20 Motion by Hiemstra, seconded by Lovelace to adjourn the meeting.
Motion carried.
