AND RECREATION MEETING MINU

Chairperson Jenice Lange called the meeting to order at 8:00 P.M. Answering roll
call were: Lange, Lovelace, Trued, Storlie and Hiemstra.
78.15 Trued Hiemstra motioned to approve the minutes of the meeting held January 18, 1978.
Motion carried.
Park Director S. Michaud began his report. It concerned Kingswood Estates park
dedication and status in planning of Vinland Center.
Kingswood Estates A park dedication of $3,500 was recommended to Council by the
Park and Rec. Committee at their meeting of February 1, 1973. No place later,
however, is there any record of Council action on park dedication. S. Michaud
has contacted Paul Krause and he is checking his records. The park dedication
was recommended to be due when the 10th lot was sold in Kingswood Estates. This
only happened recently.
Vinland Center They are working preparing site plans for two locations. (1)
Northwest part of Ritter Farm Park and (2) land north of Ritter Farm Park for
location of main building. This second site would provide closer access to
Minnreg Road. It is reported that leasing will be their means of occupying
park land.
Cash consideration for park dedication at Dodd Park was again discussed. C. Trued
expressed concerns that the present park north of Dodd Park might not be able to
take care of all the people who would be expected to come into this area, as well
as the people already there.
•8.16 Hiemstra Storlie motioned to recommend that $18,600 be asked as park dedication
for Dodd Park in lieu of land. Voting Aye were Lovelace, Trued, Storlie, Hiemstra
and Lange. Motion, carried.
Ms. Cheryl Kreofsky was introduced by S. Michaud as his new program aid. Terri
Farrell, former aid, has accepted a position with La Chaime in Burnsville. A
notation is to be made in the minutes of how very much the Park and Rec Committee
appreciated all the fine work that Terri has put forward here in the past year
she has been here.
Mr. John Tschohl was present and presented his plans for a 70 acre development
which will be coming Wore the Planning Commission for preliminary plat approval
tomorrow evening. "The Meadows" is proposed for an area just north of Clay's
Acres in western Lakeville. Mr. Tschohl's park proposal is a 3.4 acre site in
the northcentral part of the proposed development. It was stated that it is
almost a fact that the railroad, which runs along the northern line of the
Meadows, will be abandoned and the State is expected to pick up the land for
trail system. The Park and Rec Committee explained what their park dedication
formula was. Mr. Tschohl was advised that in the event he paid less than $3,000
per acre for this land, his cash dedication, should there be one, might be reck-
oned on the figure he paid, with proper proof such as showing of purchase agree-
ment. According to calculations, a park 8.6 acres could be required.
78.17 Trued Hiemstra motioned to table making a formal recommendation on park dedica-
tion of the Meadows plat until the meeting of February 15th. Motion carried.
