LAKEVILLE PARK RECREATION COMMITTEE MEETING MINUTES
WEDNESDAY— 8:00 PM 5 OCTOBER 1977
MUNICIPAL BUILDING AIRLAKE INDUSTRIAL PARK
The meeting was called to order by Chairperson N. Enright. Answering roll were
Lovelace, Enright, Lange, Nelson,Trued, and Storlie.
77.65 Motion by Nelson, seconded by Storlie, to approve the minutes of the
September 21, 1977 meeting. Motion carried, minutes approved.
The ski club was not present to discuss the ski program for 1978, but hopefully
will return for the next meeting.
Mrs. Craft and Mrs. Stevberg, who live next to the park, representing the ladies
VFW Auxiliary, were present to voice their concern about Lions park and the fact that
there are many children in the area who play there but lack facilities in the park.
The want a ballfield constructed and possibly some playground equipment. They also
asked about the grading of the ditch, which floods the park each time it rains. It
was mentioned that the Lions club does have money for this park and will be contacted
in this regard.
The Park Director gave a report on the subject of charging fees for ski trails.
He explained that if this were done, we would lose our grant and assume heavy liability
responsibility. Charging for parking at the ski trails is still a possibility, however.
Steve then announced that grants for skiing and snowmobile trails have received approval.
There followed a brief discussion of bike trails. The Park Director mentioned he
has written twice to the Dakota County Senior Long Range Planner regarding the Railroad
abandonment project, but has yet to receive a response.
The Aronson park building is coming along, according to Steve Michaud. The dance
grossed $1200. for this project. There is a problem with the septic system in that it
was planned to use holding tanks, but prices for the 5,000 gallon capacity would be
triple the cost of Satellites now being used. Several alternative solutions were
discussed, including the possibility of using a new chemical type toilet.
The Park Director reported that soil borings have been taken at Antlers Park.
It was found that the supply of water is not sufficient for flush toilets, so 2" .line
will have to be put in, at a cost of from $500 to $900. Bids will be opened and awarded
on October 17.
The next item of discussion was a brief final budget report by Steve Michaud.
The Committee then talked about potential selling of undeveloped park owned
property. Len Nelson was asked to check into the legal description of the lot.
77.66 Motion by Lange, "recommend to Council that October 24 -29 be designated
Park and Recreation Awareness Week." Motion was seconded and passed.
Steve Michaud announced the dates, times, and locations of the planned Neighborhood
meetings to be held during Park and Recreation Awareness Week. Steve had looked into
the possibility of using postcards to alert citizens to the meetings, but discovered the
cost to be prohibitive. Steve is planning a slide presentation, along with handouts as
part of the program. A summary of the budget report may also be offered for those
interested.

The subject of a pleasure skating rink as requested by a citizen, was then discussed.
The property in question is not park owned and as such, it was felt it should not be
flooded by the park department. Steve Michaud will write a letter in response to this
request explaining the City's position in the matter, per motion 77.11 of the February 16
Park Recreation Committee meeting minutes, and subsequent action by Council at that time.
A question was raised on the subject of Cedar Highlands, with the answer by the Park
Director that it is still a viable project, but that financial backing is needed.
77.67 Motion by Nelson, seconded by Lange, to adjourn. Motion carried and meeting
adjourned.
