HomeMy WebLinkAbout09-07 LAKEVILLE PARK RECREATION COMMITTEE MEETING MINUTES YEDNESDAY 8 :Oo PM 7 SEPTEMBER 1977 MUNICIPAL BUILDING AIRLAKE INDUSTRIAL PARK When Chairperson N. Enright called the meeting to order, Enright, Lange, Trued, Wovelace, and Storlie answered roll. L. Nelson came as the minutes of the previous meeting were being reviewed. 77.56 Motion by Lange, seconded by Trued, to approve the minutes of the August 3rd meeting, with the correction of Motion No. 77.53 being made by Lange, not Nelson. Motion carried. The Park Director explained that he was expecting Mr. Tom Smith to come to the meeting this evening to discuss matters with the Committee, but until he arrived, he would begin his report. It was his understanding that bids on the building at Antlers Park would be opened on October 13th, and awarded on the 17th. The architect is now drawing the plans and specs for the building. Plans are going forward well, according to Steve. Dakota Heights has a dark now said Steve; "rough grading will be completed by tomorrow. Some changes have been made--we are adding a football and a soccer field. The park will be built on levels, and it will be seeded When discussing the offer of neigh- bors to do rockpicking, Steve thought a lot of the rock would be to big to do this and would have to be disposed of in some other fashion. However, the neighbors' desire to help is appreciated and something will be found for them to do. The lighting grant application for lights at the tennis courts at Middle School has been rejected. The application for LAWCON grant monies for bike trails has been completed. High priorities' ratings will get 50% of their applications -10% and 40% is the breakdown figure for the remainder of the high priority application. Those not deemed in this cat,gory will get grants approved on a 40% State and 60% local, basis. Revenue sharing funds have already been spoken for according to Steve. There is a special program for bike trails to be applied for from the Minnesota Board of Transportation, that Steve is investigating. There is something new afoot called Railroad Abandonment Program. The first thing a railroad company does who is contemplating this program, is to write a letter of intent to Dept. of Transportation. The local line that runs from Farmington, Lakeville, Chaska, has now done this. In the purchasing of the land involved, bike ways have first choice, even over adjoining land owners. Howard Lovelace reported seeing a letter from Rep. Jim White concerning this subject, published in the local newspaper. Steve will write a letter concerning this and send to Rep.'s White and Bob Jensen. 77.57 Motion by Lange, seconded by Nelson, to instruct the Park Director to follow through on bike trail location system on the railroad property. Voting "aye" were Lange, Trued, Lovelace, Storlie, N and Enright. Motion carried. Cedar Highlands development project was turned down at the last Council meeting, because of inability to establish financial responsibility to complete the project, at this time. The park dedication here would have been $3,000 at Phase I of the development, and 8+ acres of land and about $12,000 upon completion of the project. The park land in Jackson Heights has been filled and now makes a very buildable lot, with City water and sewer available. Some consideration is being given to selling the lot, perhaps to original owner who has offered to buy it, and puting the money toward nearby •park development. Mr. 'Tom Smith introduced himself. He runs the ski rental shop at Honeywell Country Club. He also holds office in the local Ski Touring Club, of which Steve Storlie is president this year. This is a group of cross country skiiers. Between Ritter Farm Park and Honeywell grounds there is presently about 15 miles of ski trails. This year another 3 miles of trails on the Bartelds property will be added. "Parking fees do not produce the revenue that is needed for grooming trails, obtaining equipment, and maintenance according to Tom. This has been tried unsuccessfully. In New England they have developed a system of charging a trail fee.:` $3.50,up to $5.00 a person, has been such a charge in Minnesota, on a daily ticket. The Ski Touring Club has developed at $15,000 budget for the coming season. This would include providing a survival sled, another snowmobile, equipment for a ski patrol (kits, etc.), grooming and maintenance of trails. Suggested fees are: $10.00 season pass for an adult and $5.00 for youth 18 years and younger; daily fees, week -ends, would be $2 and $1.50; weekdays, $1 for night skiing, and daily charges would be 75¢ and 50¢. Youngsters ten years and younger would ski free of charge. Collection of fees would be at two locations proposed to be at Ritter Farm Park and Honeywell Country Club. A flat rate of $100 is proposed for each time a school uses a trail for a race. Charges at Theodore Wirth Park, in this line, are $50 per team and $100 per race. Complete details are not worked out with Honeywell at this time. Tom's object tonight is seeking approval of this program from this Committee, and the idea of jointly doing these suggestions. (1) PARK REC COMMITTEE 7 SEPTEMBER 1977 PARK REC COMMITTEE MEETING MINUTES (2) 7 SEPTEMBER 1977 The Nordic Ski Patrol could do the patrolling of the trails. They have been three years with the Hennepin County Park System, and they have agreed to patrol this area and make their headquarters at Honeywell Club. They are a branch of National Oki Patrol with advanced first aid training. The Patrol is asking the Ski Club to furnish their equipment N. Enright asked about who collects the fees? Club would provide the personel. (This is the Ski Touring Club.) A 13—week season is the length planned. Nelson asked who owns the equipment after it is obtained? The Ski Club would. Tom was asked to have plans completed and ready to submit at the next meeting, September 21st, if possible, and at the middle of October, at the very latest. N meetings were discussed. This will be an Oct. 5th meeting agenda item. N. Enright will hold meeting for Orchard Lake-Dakota Heights, C. Trued for V.1ley Park, and Steve Storlie for Downtown Lakeville. Park assignments are as follows: Valley Parks and Cedar Highlands, C. Trued Oak Shores, Len Nelson Orchard Lake Beach Orchard Lake Park, Wayside Park, Dakota Heights, N. Enright Kingswood Estates, Lone Oak, Jackson Heights, and Co-Ritter Pam, Jenice Lange. Co-Ritter Farm Park, Aronson Park, Steve Storlie JayCees Lions, City Rink, H Terrace, Maplewood, All Saints Community, H. Lovelace Antlers Park will be Co-assigned by N. Enright (until new member is appointed), and Jenice Lange .Boat launch, public accesses, Fishing Bridge, Steve Michaud. Budget proposals had been copied and were distributed to Committee members by Steve Michaud. Suggestion that equipment might be leased with intent to buy, was made by H. Lovelace, if funds were not available for purchasing what is needed at this time. Len N said the budget was a "bare bones" proposal, with nothing that could well be cut. About $2,000 is left in this year's budget. It was thought the Park Director could invest this at his own discretion. Playground equipment in Dakota Heights Park was a possibility. Item "F on the Agenda, jackets for Committee members=this could be a purchase of $10 to $16, depending on member preference and what he/she wished to pay. 77.58 C. Trued made the motion "that special jackets be provided,designated P R Committee,, to those members of the Committee who would wear them in the interest of P R business. S. Storlie seconded. Voting "aye" were Trued, Lovelace, Storlie, and Nelson. Enright voted "nay". Motion carried. Under future business, S. Michaud said the Hockey Boosters would be attending our next meeting. This meeting will be September 21st. On the 24th of September there will be a dance held jointly with the JayCee13, at Airlake, to raise money for the proposed "shelter" building to be constructed in Aronson Park. 77.59 Motion to adjourn was made by Trued and Lange.
